For the first time, Lamborghini is auctioning a super sports car linked to an exclusive NFT, before the top model of the Italian luxury brand becomes a V12-powered plug-in hybrid. Visa et PopID forment un partenariat pour lancer les paiements par vérification faciale au Moyen-Orient

IEAD et Envision signent une lettre d’intention pour construire le plus grand parc éolien de l’ANASE

SHANGHAI, 5 avril 2022 /PRNewswire/ — La société Envision Group (Envision) annonce qu’elle a signé une lettre d’intention avec Impact Energy Asia Development Limited (IEAD) pour la fourniture d’éoliennes dans le cadre du projet emblématique Monsoon Wind de 600 MW au Laos. La construction du parc éolien débutera cette année et son exploitation commerciale est prévue en 2025. Une fois achevé, il s’agira du plus grand parc éolien de l’ASEAN et du premier projet transfrontalier d’énergie éolienne de la région.

Le parc éolien sera situé dans les provinces de Sekong et d’Attapeu dans le sud de la République démocratique populaire lao. Envision prévoit de fournir 133 éoliennes EN-171 d’une puissance de 4,51 MW. Le projet Monsoon Wind produira plus de 1 700 GWh d’énergie verte chaque année. L’électricité produite dans le cadre du projet sera acheminée de la République démocratique populaire lao vers le centre du Vietnam par la ligne de transmission de 500 kV prévue à cet effet.

Somali Prime Minister Orders African Union Envoy to Leave Country

Somali Prime Minister Mohamed Hussein Roble declared Ambassador Francisco Madeira, the African Union chair’s special representative for Somalia, persona non grata and ordered him to leave the country within 48 hours.

In a late-night statement, Roble accused Madeira of “engaging in acts that are incompatible with his status.”

Roble requested that the AU Commission recall Madeira and “comply with this request.”

But Somali President Mohamed Abdullahi Mohamed, also known as Farmaajo, immediately rejected the expulsion in what appears to be another dispute between the country’s top leaders. In a statement, the president said that he had not authorized any action against Madeira. He also had not received any reports from the Ministry of Foreign Affairs of Madeira committing acts against the sovereignty of the country, he said.

The president said the decision to expel Madeira was issued by an office that didn’t have sole responsibility for making such a crucial decision. Madeira could not be immediately reached for comment.

Madeira, who is from Mozambique, was appointed to the office in October 2015. He is not the first foreign diplomat to be expelled from Somalia.

Simon Mulongo, Madeira’s deputy, was expelled in November.

In January 2019, the Somalia government declared former United Nations envoy to Somalia Nicholas Haysom persona non grata for “violating protocols” and interfering in Somalia’s affairs.

Haysom’s expulsion from Somalia came after he had asked the government whether U.N.-supported forces were involved in the shooting of demonstrators in Baidoa in December 2018.

The shooting, which led to the death of about a dozen people, occurred as violence broke out following the arrest of former deputy al-Shabab leader Mukhtar Robow, also known as Abu Mansour, to block him from seeking election for regional leadership.

Before his expulsion, Haysom demanded answers from the Somali government on the legal basis for the arrest of Robow, who remains in detention. In an exclusive interview with VOA in October last year, Robow said he was being held for political reasons and to prevent him from seeking office.

New AU mission

The move to expel Madeira came just days after the U.N. Security Council authorized a new AU Transition Mission in Somalia (ATMIS) to operate in the country until the end of 2024. ATMIS replaces the AU Mission in Somalia (AMISOM).

The U.N. mandate gives ATMIS forces to reduce the threat posed by al-Shabab, support the capacity-building of the integrated Somali security and police forces, and conduct a phased handover of security responsibilities to Somalia, according to the resolution.

ATMIS will have 19,626 troops, including at least 1,040 police personnel. It will operate in the country until December 2022, when it be reduced by 2,000 troops. The reduction of troops will continue in September 2023 and again in June 2024 by 2,000 troops each time until the mission ends in December 2024.

Under the new arrangement, the Somali government also commits to assuming security responsibilities from AU forces. The Somali government is required to generate more than 22,825 forces by June 2024 to take over from ATMIS.

In the first official statement by the Somali government, Roble announced Wednesday night that he welcomed the new ATMIS mission and looked forward to working with the new mission head.

But security experts say there is little difference between AMISOM and ATMIS.

“To me, (it’s) just a name change exercise,” said Samira Gaid, who oversaw Somali security reform under former Prime Minister Hassan Ali Khaire. “Nothing substantive has changed, meaning the troop numbers, the composition of countries, and the sectors they are located at, their mandate remains largely the same, fighting AS (al-Shabab) and supporting FGS (Federal Government of Somalia).”

Gaid, now the executive director of Hiraal Institute, a security think tank, said that she believed the Somali government could generate forces before the ATMIS withdrawal but that there was uncertainty over equipping the forces.

“The Somali government does not have an issue with force generation. It has an issue with force sustainment, and that remains the main issue,” she said. “The forces can be generated, but without the required lethal and nonlethal support, transition will still be unlikely.”

Star players take their games west in Asian Champions League

Seoul, For much of the last decade, famous players such as James Rodriguez, Odion Ighalo and Santo Cazorla would have been expected to be playing in the Asian Champions League for cashed-up Chinese clubs. But ahead of Thursday’s kickoff, most of the big names are to be found in the western half of the continent.

After just one championship win from West Asian teams from 2005 to 2018, Al-Hilal of Saudi Arabia has won two out of the last three continental titles and is the favorite once more especially as clubs from China, who spent big in the previous decade, are struggling financially, AP reports.

“Al-Hilal is a great club with a history of winning trophies and is the Asian champion,” Ighalo, who arrived in Saudi Arabia in 2021 from Manchester United, said earlier this week. “There are great players here and this is a team that always wants to win at home and abroad.”

The Nigerian international plays alongside Moussa Marega and Matheus Pereira, signed last year from FC Porto in Portugal and West Bromwich Albion of the English Premier League respectively, as well as several Saudi Arabian internationals.

The chances of Al-Hilal, as well as fellow Saudi Pro League clubs Al-Shabab, Al-Taawoun and Al-Faisaly, are improved as all five groups in the western half are being hosted this month in Saudi Arabia in order to reduce travel in the ongoing pandemic.

Colombia’s Rodriguez joined Al-Rayyan of Qatar from English top tier club Everton in September, and despite the team struggling in the league, the former Real Madrid and Bayern Munich star has scored four and assisted seven so far in 12 games.

Qatar’s challenge is expected to come from Al-Sadd, continental champion in 2011, and led by ex-Arsenal forward Santi Cazorla as well as Al-Duhail, which appointed former Argentine international Hernan Crespo as coach in March.

“The club completed all the procedures to sign the new head coach Hernan Crespo who will start preparing the team to take part in the AFC Champions League,” the club said in a statement.

Iran’s chances of winning the tournament for the first time have been impacted as the country’s two biggest clubs Persepolis and Esteghlal were expelled in January for failing to meet the necessary criteria to participate in the tournament.

The eastern zone of the Champions League — the tournament is divided into two geographic zones until the final — kicks off on April 15. Thailand will host three of the East Asia groups, while Vietnam and Malaysia will host one each.

Chinese teams are struggling financially as well as with scheduling commitments which has led to Changchun Yatai withdrawing and Guangzhou FC, Shanghai Port and Shandong sending weakened teams.

That leaves South Korea and Japan as the best hopes from the east, with four representatives each. Ulsan Hyundai Horangi and Jeonbuk Hyundai Motors, which have won two titles each, expect to feature with Vissel Kobe, Kawasaki Frontale and Yokohama F. Marinos spearheading Japan’s challenge.

Sydney FC and Melbourne City have the tough task of improving on Australia’s poor record in the competition that has seen only one team progressing past the group stage since 2016.

United States providing $114 million in humanitarian assistance to respond to drought in the Horn of Africa

In response to the devastating drought in the Horn of Africa, the United States, through the U.S. Agency for International Development (USAID) is providing nearly $114 million in additional humanitarian aid to meet the needs of people in Ethiopia, Kenya, and Somalia, affected by the unprecedented drought. The region has faced two straight years of inadequate rainfall to support basic water, agriculture and livestock needs, the impact of which is devastating for a population heavily dependent on crops and livestock for food and livelihoods. In total, more than 20 million people across the region are projected to need emergency food assistance this year, a 70 percent increase from the devastating drought in 2016-2017.

In Ethiopia, this support will provide lifesaving food assistance and improved access to safe water, as well as medical supplies, support for mobile health units, and training for community health workers. In Kenya, this additional assistance for drought-affected people in the north and east will provide families with food and specialized nutrition assistance for malnourished children and mothers. It will also provide water, sanitation, and hygiene support, including provision and protection of safe water sources for people and livestock, as well as livelihood assistance including support to keep livestock alive and healthy. In Somalia, this support will provide life-saving emergency food assistance to over two million people a month. It will also be used to provide preventative and curative nutrition assistance for children under six years old.

While this historic drought is already leaving people facing severe food insecurity and destroying livelihoods, Russia’s war on Ukraine only threatens to further compound the drastic needs, as food prices rise and the region can no longer import critical wheat from Russia and Ukraine. The United States is the single largest donor of humanitarian assistance in Ethiopia, Kenya, and Somalia, providing nearly $161 million across the Horn of Africa since the beginning of Fiscal Year 2022. We call on other donors to join us in scaling up their assistance to respond to humanitarian needs triggered by the worsening drought.

Nigeria: 9,000 doctors moved to UK, US, Canada in 2 years – NMA

ABUJA, Over 9,000 medical doctors of Nigerian origin left the shores of the country in search of greener pastures in the United Kingdom, United States of America and Canada in two years, the Nigerian Medical Association, NMA, said.

The emigration of the medical experts which the NMA said happened between 2016 and 2018, negatively impacted the nation’s health care system that only 4.7% of specialists were left to take care of Nigerians’ health issues.

NMA President, Professor Innocent Ujah, speaking in Abuja, lamented the high emigration rate of doctors of Nigerian extraction to foreign nations.

Ujah who spoke at the NMA’s maiden annual lecture with a theme: “Brain Drain and Medical Tourism: The Twin Evil in Nigeria’s Health System”, also said over $1 billion was being spent yearly by Nigerians on medical tourism.

Regretting that the development was negatively impacting the nation’s health system, Prof. Ujah, who is also the Vice-Chancellor of Federal University of Medical Science, Otukpo, said Africa, including Nigeria, was encountering a health workforce crisis.

Noting that human resources for health, which according to him, represented “one of the six pillars of a strong and efficient health system”, was critical to the improvement the health system, the professor of Obstetrics and Gynaecology, said a huge amount Nigerians were injecting into medical tourism was weakening Nigeria’s economy.

The impact of the development on the economy, he said was a reduction of funding and investment in the health sector, widening infrastructural deficits and the growing distrust in the Nigerian health system by the Nigerian public.

“According to the World Health Organization (WHO), sub-Saharan Africa has about 3 per cent of the world’s health workers while it accounts for 24 per cent of the global burden of disease. Nigeria has a doctor-to-population ratio of about 1: 4000-5000 which falls far short of the WHO recommended doctor-to-population ratio of 1:600. Nigeria is still grappling with disturbingly poor health indices,” he said.

According to him, “The Nigerian health sector today groans under the devastating impact of huge human capital flight which now manifests as brain drain.”

The United States provides more than $311 million in emergency food assistance for people affected by the major food crisis in the Sahel and West African region

To address growing food insecurity that is already affecting tens of millions of people across West Africa, the United States, through the U.S. Agency for International Development (USAID), is providing more than $311 million in additional humanitarian assistance to support vulnerable people in the Sahel and Lake Chad Basin regions.

The additional funding announced today will enable USAID partners to provide emergency food and nutrition assistance for more than 3.8 million people. This latest USAID contribution will include in-kind food assistance such as rice, grains, vegetable oil, and specialized food for the treatment of acute malnutrition, in addition to vouchers and cash for purchasing food from local markets, thereby supporting the local economy. This funding also supports protection activities – including safe spaces and psychosocial support – for conflict-affected communities, as well as emergency shelter, water, sanitation, and hygiene assistance.

This newly announced assistance comes at a critical time, as the United Nations estimates that more than 35 million people will face food shortages during the upcoming lean season in West Africa, which is the period between planting and harvest from May to August when food typically runs out across agricultural communities. In the Sahel, this is exacerbated by an existing poor harvest and the effects of conflict that continue to deplete household food stocks and resources, resulting in more than 20 million people needing food assistance. In the Lake Chad Basin, the ongoing conflict continues to generate widespread food insecurity, which has been exacerbated by displacement, and the COVID-19 pandemic.

The United States remains committed to helping the people of West Africa during this time of need, with USAID contributing more than $944 million in assistance to the Lake Chad Basin and Sahel regions combined since October 2020. This funding, announced at the European-Union organized 2022 High-Level Pledging event on the Food and Nutrition Crises in the Sahel and Lake Chad regions, continues America’s enduring support for the most vulnerable people of West Africa.

To underscore the Biden Administration’s commitment to increase collaboration and engagement with Africa, USAID recently attended the third annual General Assembly of the Sahel Alliance, hosted in Madrid; the first since the US became a full member. This full membership status will offer opportunities to partner in new ways with donors, the private sector, and the host government to help strengthen development and reform efforts in the Sahel. The United States will also leverage this partnership to address growing insecurity in West Africa.

News Analysis: Gulf States’ Help Likely Averts Egypt’s Emerging Economic Crisis

CAIRO, Gulf Arab states pledged up to 22 billion U.S. dollars, to help Egypt make a balance in global foreign exchange markets, and compensate foreign investments fleeing from the Egyptian treasury markets, on the heels of the Russian-Ukrainian conflict.

“This is a difficult time for Egypt, as it’s suffering reduced tourism inflows, higher food prices, and greater financing challenges, as a result of the Russian-Ukrainian crisis,” said Hoda Al-Malah, chairwoman of the Cairo-based International Centre for Economic Consulting and Feasibility Studies.

The flurry of Gulf investments into Egypt will help in overcoming a currency crisis and shield the economy against imminent shocks, the economic expert told Xinhua.

The Central Bank of Egypt (CBE) allowed the local currency to drop by 14 percent on Mar 21, after being stable against the U.S. dollar since Nov, 2020, stressing “the importance of foreign exchange (FX) flexibility to act as a shock absorber.”

Al-Malah added, CBE’s move and the Gulf’s inflows will encourage foreign investors to return to Egypt’s high-interest and short-term treasuries, after many investors had withdrawn billions of dollars in Mar.

Last week, Saudi said, it had deposited five billion dollars with the CBE, in light of the kingdom’s efforts to boost Egypt’s economy. Meanwhile, Cairo and Riyadh have signed a deal, aiming to attract ten billion dollars in investments in cooperation with the Saudi Public Investment Fund.

Qatar has also pledged investment deals worth five billion dollars in Egypt, the first of its kind, since the two countries restored bilateral ties in Jan, 2021.

Local media reported that, Abu Dhabi sovereign fund AD, agreed to purchase two billion dollars’ worth of stakes in some Egypt’s state-owned businesses, including large listed banks.

The Gulf Arab states’ bolstering gestures come, as Egypt’s economic challenges were worsened by external factors, the economic expert said, referring to the U.S. Federal Reserve’s decision of raising interest rates by a quarter percentage point, for the first time since 2018, which has caused outflux of billions of dollars of hot money from Cairo to Washington.

“The Gulf help is a very good move for increasing the dollars influxes, preventing a deficit in the balance of payments and promoting economic stability in Egypt, while an inflation wave is hitting the world, sending commodities prices soaring,” Al-Malah added.

Waleed Gaballah, professor of financial and economic jurisdictions at Cairo University, noted that, Egypt and the Gulf states enjoy strong ties amid the existed strategic partnership between the two sides, terming it as a “win-win partnership.”

“Pumping the Gulf deposits; low-cost loans, with the CBE, will boost the reserve and bridge the financial gap confronting the Egyptian economy,” Gaballah said.

The timing of the Gulf support is important for Egypt, as it was seeking a loan from the International Monetary Fund (IMF), he said, adding that, the Gulf investments and loans will boost Egypt in meeting the IMF’s requirements for increasing the activities of the private sector.

On Mar 23, the Egyptian government requested the IMF’s support to implement their comprehensive economic programme, amid the rapidly changing global environment and spillovers related to the conflict in Ukraine.

Credit rating agency, Fitch Ratings, said in early Mar that, the Russia-Ukraine crisis was likely to raise the cost of external financing for emerging markets, such as Egypt, considering outflows of risk aversion investors.

Gaballah highlighted, Egypt’s economy faces big pressures, saying, “Its imports are nearly double of exports and the revenues of the Suez Canal, tourism, and remittances of expatriates are still not sufficient to cover the financial gap.”

Non-residential investment in Egypt’s local bond market stood at 28.8 billion dollars by the end of 2021, according to official statistics.
