Mali: Flow Monitoring Report 76 (May 2022)

IOM, through the Displacement Tracking Matrix (DTM) Flow Monitoring tool, collects data at key entry, exit and transit points to better understand population movements across West and Central Africa. Monitoring population flows is an activity that makes it possible to quantify and qualify mobility flows and trends, migrant profiles, and migratory experiences and routes. Since 2016, several population flow monitoring points (FMP) have been gradually installed in ten localities across Mali to monitor migratory flows in the country. Particular emphasis is placed on monitoring seasonal migrants (agricultural and traditional gold panning) at the level of the FMPs concerned by this category of migration.

During the month of May 2022, 45,037 flows were observed at the cross-border Flow Monitoring Points (25,922 incoming flows entering Mali through the FMPs and 19115 outgoing flows leaving Mali).

MAIN MIGRATION TRENDS

During the month of May, migratory movements increased by 19% compared to the previous month. This increase mainly concerns FMP in the south, due to the high mobility of Burkinabe nationals from localities in a situation of insecurity to gold mining sites in Mali. Flows to Mali and Burkina Faso increased by 18% and 23% respectively compared to April. However, those destined for Algeria and Mauritania decreased respectively by 9% and 20% compared to April. A large part (more than 73%) of the flows to Mali goes mainly to Bamako (73%) and Sikasso (23%) and hopes to go to gold mining sites in the Kayes, Koulikoro and Sikasso regions. As for the flow towards Burkina Faso, the regions of Bobo-Dioulasso (55%) and Ouagadougou (45%), were the main destinations. The decreases of flows towards Mauritania and Algeria could be linked to information about the many cases of migrants turned back or forced to return, recorded in April. This fear of facing identity document checks and harsh weather conditions in the desert has impacted migrants’ mobility intentions. The main countries of origin of recorded flows remain Burkina Faso (52%) and Mali (42%).

Flow Monitoring Dashboard – Ethiopia (April 2022)

In April 2022, a total of 26,668 movements were observed across five of Ethiopia’s flow monitoring points (FMPs). This represents a 25% increase in daily average movements in comparison with March 2022 when an average of 711 movements per day were observed.

Outgoing movements during April have continued to be higher (86.4%) than incoming movements (13.6%). A total of 23,036 outgoing movements were observed of which 10,677 (46.3%) were heading towards Saudi Arabia, 3,260 (14.2%) were going to Kenya, 2,350 (10.2%) were travelling towards Djibouti, 2,047 (8.9%) to Somalia, 1,404 (6.1%) intended to reach South Africa, 837 (3.6%) headed to the United Arab Emirates, and 630 (2.7%) to Sudan while remaining movements were travelling to several Middle Eastern, European and North American countries.

At the same time, 3,632 incoming movements were observed, of which 963 (26.5%) had originated from Djibouti, while 912 (25.1%) came from Sudan, 905 (24.9%) from Somalia, 691 (19%) movements from Kenya, 156 (4.3%) from Yemen and the remaining from Saudi Arabia and Zambia. Almost all of these were Ethiopian nationals who were likely returning home.

Mali: New eye-witness testimony describes killings and mass displacement amid surge in violence in Menaka

Thousands of people have been forced to flee their homes and many civilians have been killed amid increased fighting between Islamic State in the Greater Sahara (ISGS) and Malian armed forces and allied armed groups, as the conflict in northern Mali escalates.

The ISGS and two other armed groups signatories of the 2015 peace agreement, the MSA (Movement for the Salvation of Azawad) and GATIA (Imghad Tuareg Self-Defense Group and Allies), have been fighting in the Menaka Region since March 2022. The ISGS perpetrated attacks against villages, deliberately killing civilians and depriving them of their means of survival – which constitute war crimes. The number of internally displaced persons (IDPs) in the city of Menaka has increased dramatically since then, plunging the region into a dire humanitarian situation.

Thousands in the Menaka Region are fleeing from their homes as ISGS is deliberately targeting civilians, destroying homes and water points, and seizing livestock. The Islamic State must stop committing these war crimes and all parties to the conflict must respect international humanitarian law, including protecting civilians,

Forced to flee

Amnesty International spoke with 15 people based in Menaka, including IDPs, their hosts, civil society activists and humanitarian workers.

“People have been steadily flowing to Menaka since March. Many of my relatives arrived from Anchawadi but more than 70 people from my village have been missing since the attacks by ISGS. They destroyed homes and other properties (homes, sales outlets, etc) to drive us away from Inekar and Emis-Emis. They control the wells and water points and collect the cattle as they like,” said Khalil* an IDP from Anchawadi.

According to eyewitnesses, the villages of Tamalat and Inchinane were targeted during the fighting in March:

“I was in Tamalat when ISGS fighters attacked us in March. It was a Tuesday and they attacked between the Zohr (2pm) and Asr (4pm) prayers. When they arrived, they immediately started firing at people. This continued until dusk. I managed to flee with several villagers but many others are still unaccounted for. We heard that the fighters continued to attack other hamlets and water points near Menaka,” said Adnane*, a community leader from Tamalat.

“More than 703 households from Tamalat came to Menaka in March just after the attacks. All of the city is filled with IDPs these days and there are many civilians still scattered in the wild,” said Ahmad*, a native of Tamalat who is residing in Menaka and helping IDPs.

The ISGS attack on Inchinanane followed a similar pattern:

According to Ibrahim*, a survivor of the attack: “The assailants came in the afternoon and when they started firing, they killed women, children, old people irrespectively. Armed groups [MSA] tried to fight them, but they were overwhelmed since ISGS fighters were more numerous. ISGS fighters took all our livestock and anything they found useful to take; many people fled to Menaka, others to Algeria. After that, we heard that the ISGS fighters were at the water points, denying access to people and taking all the livestock they could take”.

Under international humanitarian law, all parties to an armed conflict must make the distinction between civilians and combatants at all times, and they are prohibited from conducting attacks directed against civilians or against objects indispensable to the survival of the civilian population.

“There were attacks in which civilians were killed and goods destroyed. Many of the inhabitants came to Menaka city while others are still scattered in the desert or trying to find refuge further north. The humanitarian support to the IDPs has been lacking. It is not enough and it’s the same situation since the first attacks in March. All of the IDPs have not been receiving humanitarian assistance,” said Mubarak* a member of a civil society organization in Menaka city.

Worsening humanitarian situation

People interviewed told the organization that those forced to flee have lost almost everything and are facing a severe lack of humanitarian assistance as humanitarian organizations are overwhelmed.

The flow of displaced persons in Ménaka has heightened food insecurity and many of the new arrivals do not have proper shelter, with several residing in schools and even in open air. According to the UN by June 2020, humanitarian workers have assisted 1,539 displaced households in IDPs camps in the commune of Inekar and 3,079 households in the commune of Menaka with food, non-food items and shelters.

ISGS must stop attacking civilians and destroying their homes. We reiterate the same call to all warring parties. All armed groups, as well as the Malian armed forces and the UN peacekeeping force MINUSMA, must protect civilians. Malian authorities and their partners should also coordinate humanitarian assistance to displaced people in Menaka, and those stranded in Anderamboukane and Inekar, to ensure that the civilian population has adequate access to water, food and shelter” said Samira DAOUD, Amnesty International’s West and Central Africa Director.

Background

An armed conflict has been raging in Mali since 2012 and is still ongoing despite the peace agreement signed in 2015 between Malian government and some armed groups. Attacks against civilians have increased along with ISGS offensives against the MSA and GATIA, two armed groups allied with the government, in the Menaka Region since January 2022. In May 2022, the ISGS renewed its onslaught against MSA main camps, taking over Emis-Emis, Igandou and Anderamboukane along the Niger border.

This comes as French soldiers of Operation Barkhane are withdrawing from Mali. The Barkhane camp in the city of Menaka was handed back to the Malian government on 13 June 2022 as part of their withdrawal from the country. As of June 2022, the Malian authorities were preparing another counter-offensive against the ISGS with support from allied armed groups. An offensive by the Malian army, GATIA and MSA against ISGS in Anderamboukane began on 4 June 2022 and is still ongoing.

Plusieurs facteurs stimulent l’enthousiasme des investisseurs :

  • les progrès technologiques continus dans l’infrastructure nécessaire pour alimenter le métavers
  • les vents contraires démographiques
  • le marketing et l’engagement de plus en plus dirigés par les consommateurs
  • une disponibilité accrue sur le marché à mesure que les utilisateurs explorent la version actuelle du métavers, qui est largement axée sur les jeux, tandis que des applications émergent dans les domaines de la socialisation, du fitness, du commerce, de l’apprentissage virtuel et d’autres utilisations

Déjà, plus de trois milliards de joueurs dans le monde ont accès à différentes versions du métavers.

« Bien que l’idée de se connecter virtuellement évolue depuis des décennies, elle est désormais de plus en plus réelle, ce qui signifie que les gens réels l’utilisent et dépensent de l’argent réel et que les entreprises misent gros », a déclaré Lareina Yee, associée principale de McKinsey & Company. « Pourtant, avec cet intérêt croissant, il a été difficile de séparer le battage médiatique de la réalité. Il convient de rappeler que bien que le renversement du premier boom de la bulle technologique ait entraîné la disparition de dizaines d’entreprises, Internet lui-même n’a cessé de prendre de l’ampleur, donnant lieu à de nouveaux arrivants. »

Les consommateurs s’impliquent déjà dans le métavers
Les consommateurs sont déjà là. L’étude de McKinsey montre que les consommateurs sont ravis de passer de la vie au métavers, avec près de six consommateurs sur dix (59 %) préférant au moins une expérience métavers à son alternative physique.

Parmi ces consommateurs, certains types d’activités se démarquent par leur préférence dans le monde immersif :

  • achats, achat de biens physiques ou virtuels (79 %)
  • participation à des événements sociaux virtuels ou des jeux sociaux (78 %)
  • exercice en utilisant la réalité virtuelle (76 %)

Les hauts dirigeants pensent que le métavers aura un impact significatif sur leur secteur d’activité
Les chefs d’entreprise voient le potentiel du métavers stimuler l’impact et la croissance des marges. 95 % des dirigeants affirment s’attendre à ce que le métavers ait un impact positif sur leur industrie dans un délai de cinq à dix ans, 31 % déclarant que le métavers changera fondamentalement la façon dont leur secteur opère. Plus important encore, un quart des dirigeants s’attendent à ce que la technologie du métavers stimule plus de 15 % de la croissance de la marge totale de leur organisation au cours des cinq prochaines années.

« Le métavers nous a mis à l’aube de la prochaine vague de rupture numérique », a déclaré Tarek Elmasry, associé principal de McKinsey & Company. « C’est transformateur. Cela aura probablement un impact majeur sur notre vie commerciale et personnelle, c’est pourquoi les entreprises, les décideurs politiques, les consommateurs et les citoyens voudront peut-être explorer et comprendre autant qu’ils le peuvent ce phénomène, la technologie qui le sous-tend et les ramifications qu’il pourrait avoir pour nos économies et la société dans son ensemble. »
