Russia To Launch Military Exercises With China, India Amid Heightened Tensions

When Russia last launched its Vostok war games in its Far East in 2018, an estimated 300,000 of its troops exercised with Chinese and Mongolian soldiers as the Kremlin sought to project an image of military superiority and showcase deepening ties with Beijing.

As Moscow now prepares for another round of the drills, only a fraction of that previous total — 50,000 personnel — will take part in a series of exercises as Russia looks to demonstrate that its military capabilities are still intact despite the growing cost and strain from its invasion of Ukraine.

The weeklong war games will kick off on September 1 and involve forces from China, India, Laos, Mongolia, Nicaragua, Algeria, Syria, as well as military personnel from Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan.

The drills will involve various maneuvers by air, land, and sea, with Russia saying that its Pacific Fleet and China’s navy would take part in “joint practical actions to defend maritime communications and areas of maritime economic activity” in the Sea of Japan.

While Russian defense officials have said that the exercises are purely defensive and not directed toward any particular country, they remain draped in symbolism amid Moscow’s ongoing war in Ukraine and simmering geopolitical tensions in Asia.

Experts and defense analysts say they will be closely watched by regional powers such as Japan and South Korea, particularly as Russia and China continue to show their growing political and military ties and a joint attention on the Pacific.

“This is a good opportunity for China to work with Russia with their shared focus on Japan,” Haiyun Ma, a professor at Frostburg State University in Maryland who studies Beijing’s relations with Russia and Central and South Asian countries, told RFE/RL. “With tensions rising over the Taiwan Strait, Japan is really in [Beijing’s] sights these days and they are hoping that Russia can be closer to them in the Pacific.”

The participation of India has also added another layer of intrigue to the war games.

New Delhi has longstanding defense ties to Moscow but also strong relations with Washington. China and India are in the midst of a border dispute in the Himalayas that sparked a deadly clash only two years ago, and the Indians are preparing for military exercises with the United States near the Chinese border in October.

“Russia has become very toxic in the international community, but these exercises allow it to get back to the [message] it was trying to send before the Ukraine war,” Temur Umarov, a fellow at the Moscow Carnegie Center, told RFE/RL. “Russia wants to keep building up its defense ties and show that the war hasn’t left it completely isolated.”

An Eastern Focus

Chinese and Russian forces have been regularly doing drills together in some form since 2005, but those have expanded in recent years to include naval exercises in Asia and the Mediterranean.

In 2018, Beijing and Moscow moved to larger-scale exercises that focused on training top-level commanders to work together, and last year Russian troops deployed to Chinese territory for exercises for the first time.

These close-knit ties culminated in what Chinese leader Xi Jinping and Russian President Vladimir Putin declared as a “no limits” partnership between their countries in February before Moscow invaded Ukraine.

Since the outbreak of the war, China has tread carefully to avoid violating Western sanctions against Russia but has blamed NATO and Western “provocation” for the war in Ukraine, backed Moscow diplomatically at international organizations, and both countries flew nuclear-capable bombers over the Sea of Japan in May as U.S. President Joe Biden attended a summit in Tokyo.

Russia has also backed Beijing amid tensions with Taiwan and Washington over a visit by U.S. House of Representatives speaker Nancy Pelosi to Taipei. In response to Pelosi’s trip, China held live-fire drills near Taiwan and launched five ballistic missiles that landed in Japan’s exclusive economic zone.

Chinese officials stressed earlier this month that Beijing’s participation in the Russian war games was “unrelated to the current international and regional situation,” although Ma says that recent changes in Japanese policy — such as increased defense spending, Japanese sanctions against Moscow, and criticism from Tokyo over China’s actions toward Taiwan — have inflamed tensions.

He notes that in a show of strength last week, two Russian naval convoys passed through the La Perouse Strait that separates Russia and Japan en route to the Vostok exercises.

Both China and Russia have territorial disputes with Japan, with Moscow and Tokyo both claiming the Kuril Islands and Japan administering the uninhabited islets known as the Senkakus, which are also claimed by Beijing and Taipei.

The India Factor

India’s involvement in the drills, especially given the participation of China, has confounded some observers as tensions between Beijing and New Delhi continue to rise and India continues to build up its ties with the West.

On August 29, India accused China of the “militarization of the Taiwan Strait” as the two traded barbs following an earlier dispute over a Chinese military ship docking in a controversial Sri Lankan port.

Nevertheless, analysts say India’s friendly ties with Moscow — which are centered around a deep defense relationship — have led to its participation in the exercises.

“The optics from a Western perspective might not be good, but this serves Indian foreign policy in a big way,” Michael Kugelman, deputy director of the Asia Program at the Wilson Center, told RFE/RL.

India has so far refrained from condemning Russia’s invasion and has continued to purchase cheap Russian oil, ignoring Western efforts to isolate Moscow.

Kugelman says the military exercises fit within India’s foreign policy of “strategic autonomy” where it seeks to balance between competing powers and pursue its own interests.

India also belongs to several multilateral blocs that include both Russia and China — from the BRICS with Brazil and South Africa to the Shanghai Cooperation Organization with Pakistan and Central Asian countries. Kugelman says these diverse partnerships allow New Delhi to build regional clout and avoid being boxed in by other countries; rivalries.

“This serves India well and allows it to showcase its flexibility and ability to balance rival countries,” he said.

Minister in The Presidency to host a dialogue on GBVF

The Minister in The Presidency, Mondli Gungubele, will host a dialogue on gender-based violence and femicide (GBVF) in Gugulethu, Western Cape, on 31 August 2022. The programme is necessitated by the prevalent cases of gender-based violence against children and women in Gugulethu and surrounding communities.

The dialogue will offer various stakeholders from Government, non-governmental organisations (NGOs), Gugulethu and surrounding areas an opportunity to engage Minister Gungubele on the devastating impact of the GBVF, Government interventions and possible community support.

Illegal immigration: Lithuania completes Belarus border fence

VILNIUS— Lithuania on Monday said it had finished building a fence along its border with Belarus to fight illegal immigration which the West accuses Minsk of orchestrating.

Illegal immigration has soared in EU member Lithuania this year, with around 4,200 migrants mainly from the Middle East and Africa crossing the border from neighbouring Belarus.

The West has accused Belarusian President Alexander Lukashenko’s regime of manipulating the migrant flows with its ally Russia as part of “hybrid” warfare, which Minsk denies.

A barrier four metres high and made up of barbed wire stretches across around 550 kilometres of the two countries’ shared border.

Lithuanian Prime Minister Ingrida Simonyte announced the project’s completion and said it was “technically impossible” to erect physical barriers along the entire frontier, which crosses lakes, rivers and swamps.

Lithuania’s harsh migrant policy has led to accusations that it is carrying out illegal pushbacks.

Simonyte said her government would continue its policy and examine the possibility of legally maintaining it without imposing a state of emergency.

But she acknowledged it would be a challenge with regards to international law, saying her country has “lots of work to do”.

On Saturday, Lithuanian border guards refused entry to 125 migrants, the highest number since the start of the year.

The guards have accused their Belarusian counterparts of helping migrants enter Lithuania illegally and damaging the new fence.

A large build-up of mostly Middle Eastern migrants last winter sparked a tense stand-off between eastern EU member Poland and Belarus.

Poland later constructed a steel wall along its border with Belarus to deter migrants, saying Lukashenko’s regime was “destabilising” the region.

** PRELIMINARY **STATEMENT

LUANDA, 26 AUGUST 2022

A. INTRODUCTION

At the invitation of the National Electoral Commission of the Republic of Angola and as part of its mandate to deepen democratic governance in Africa, the African Union (AU) deployed a Short-Term Election Observation Mission (EOM) from 19 to 27 August 2022 to observe the 24 August 2022 general elections. The AU Election Observation Mission (AUEOM) comprised forty-nine (49) observers drawn from twenty-five (25) AU Member States[1], including an expert support team. The AUEOM is led by His Excellency Hailemariam Desalegn, former Prime Minister of the Federal Democratic Republic of Ethiopia, and is assisted by Amb. Bankole Adeoye, AU Commissioner for Political Affairs, Peace and Security.

2. The AUEOM assessed Angola’s 2022 general elections against its continental obligations for democratic elections contained in the 2007 African Charter on Democracy, Elections and Governance (ACDEG), the 2002 OAU/AU Declaration on Principles Governing Democratic Elections in Africa, the 1981 African Charter on Human and Peoples Rights (ACHPR), regional and other international instruments, as well as Angola’s national legal framework for elections.

As part of its methodology, the AUEOM engaged with key electoral stakeholders, including the Constitutional Court, the National Electoral Commission (CNE), political parties and candidates, security agencies, representatives of civil society organisations, media, and diplomatic corps among others.

This preliminary statement presents the findings and recommendations of the AUEOM on the electoral process up-to the counting phase of the Election Day.

The AUEOM acknowledges that the electoral process is ongoing and will continue to observe the remaining phases. The AU will produce a more comprehensive final report of the electoral process.

B. PRELIMINARY FINDINGS

The AUEOM makes the following preliminary observations:

General Political Context of the Elections

7. The 2022 general elections are the fifth since the country’s independence in 1975, and return to the multiparty system in 1992. The elections presented another important opportunity for the people of Angola to consolidate their democracy, peace and stability since the end of the civil war in 2002. They also took place against a backdrop of socio-economic challenges exacerbated by the COVID-19 global pandemic.

8. The elections enfranchised voters in the diaspora for the first time in the history of the country, thereby extending the democratic right to this category of citizens to elect their leaders. The AUEOM is pleased to note that this was one of its recommendations during the 2017 general elections and commends Angola for taking this initiative.

9. Seven parties and one coalition are vying for the presidency and 220 seats in the National Assembly. Incumbent President Joao Lourenco is seeking a second and final term in office, in line with the 2010 Constitution amendment which introduced term limits.

10. The electoral environment was generally peaceful. The AUEOM noted some instances of disturbances such as demonstrations during the electoral process. However, these disturbances did not affect the overall planning for the elections.

Legal Framework

11. The Angola elections are governed by the Constitution (2010), and a set of electoral laws that cover electoral administration, political parties and funding, election observation, voter registration and the media. The framework provides for a set of bill of political rights and freedoms which are important for participation in electoral process.

12. However, as was in 2017, the AUEOM noted some limitations on the right of access to information and the freedom of press. The AUEOM had made recommendations to address these limitations.

13. The AUEOM noted the changes made in the legal framework particularly on election results transmission and number of national observers. The law restructured the results management process by introducing direct transmission of results from municipality level to the national tallying centre. The CNE, empowered by the law through Articles 11 and 27 of the Law on Elections Observation, to discretionally determine the number of national and international observers set a ceiling of 2000 national observers for the 2022 elections. These provisions undermine the principle of unimpeded access in line with Article 19 para II of ACDEG, the 2005 Declaration of Principles for International Election Observation, the 2012 Declaration of Global Principles for Non-partisan Election Observation and Monitoring by Citizen Organizations and the 2015 SADC Principles and Guidelines Governing Democratic Elections.

14. The AUEOM noted that some stakeholders expressed concerns about lack of inclusiveness in the amendment process of the legal framework for the 2022 elections.

Electoral System

15. Angola’s electoral system is Proportional Representation (PR). In light of the political history of the country, the PR electoral system potentially promotes inclusive governance which is critical for long-term peace and stability.

16. However, the current design of the electoral system does not provide for affirmative action which is important for correcting societal imbalances in ensuring equitable representation in elective institutions, particularly on gender.

Election Management

17. Article 107 of the 2010 Constitution establishes The National Electoral Commission of Angola (CNE), as an independent body tasked with election management. The CNE consists of seventeen (17) members comprising a President drawn from the judiciary, and 16 citizens chosen by the National Assembly based on proposals by the political parties and coalitions. Some stakeholders raised concerns about the impartiality of the CNE. The nature of Election Management Body (EMB) model where political parties are represented makes it susceptible to undue political influence which potentially undermines the principle of independence in election management.

18. The AUEOM noted that voter registration, a key process in election management is carried out by the Ministry of Territorial Administration. This limits the role of the CNE in ensuring full control of all key responsibilities of election management.

Voter Registration

19. Voter registration in Angola is undertaken by the Ministry of Territorial Administration. Registration of adult citizens at the age of 18 guarantees their automatic inclusion in the database of Legal Age Citizens and in the Electoral Roll.[2]

20. The Mission received reports that the voters’ list was audited to assess its integrity. However, stakeholders raised concerns about the lack of transparency in appointing the audit firm and results thereof. They also cited inadequate consultation during voter registration and verification which undermine public trust and confidence in the electoral process.

21. The CNE is mandated by Article 86 (5) of the Organic Law on General Elections to disclose the voters’ lists by voting station, at least 30 days prior to polling day. The AUEOM noted that the failure to comply with this provision undermined the opportunity for voters to scrutinize the list in order to enhance its accuracy and overall integrity. For instance, some stakeholders raised concerns about the presence of dead voters in the list.

Campaigns

22. The electoral campaign period lasted for 30 days from 25 July and ended 24 hours before the polling day as defined by law. The AUEOM noted that the campaign process was generally peaceful.

23. Political parties were generally able to canvass voters through rallies, door to door and via media platforms. However, some political parties raised concerns regarding limited access to public spaces in order to conduct their rallies, as well as biased media environment. The AUEOM noted that while both public and private media provided some coverage for political parties, such coverage was not in full compliance with legal provisions of equality.

Inclusive Participation

24. The AUEOM noted the progressive measures[3] to promote inclusion in the electoral process. This includes according priority to the elderly, physically challenged and expectant voters. The measures further include providing assisted voting while ensuring secrecy of the ballot to disabled voters, and use of fingerprint for voters unable to read or write.

25. The AUEOM appreciates that there was one female candidate heading the Humanist Party of Angola (PHA). Similarly, the Popular Movement for the Liberation of Angola (MPLA) nominated a female Vice President for the first time.

26. Four (4) out of the 17 members of the CNE are women. The AUEOM also noted gender consideration among polling staff as well as political party delegates. These milestones, while significant, still need to be enhanced to ensure equal representation in political and electoral participation. The AUEOM reiterates its recommendation on affirmative action made during the 2017 elections.

C. ELECTION DAY OBSERVATION

27. The AUEOM deployed 49 observers in 7 provinces[4] across the country. On Election Day, the observers visited 169 polling stations to observe the opening, voting, closing and counting procedures in urban (57%) and rural (43%) areas. The atmosphere in all polling stations visited on Election Day was peaceful.

a. Opening of polling

28. 92.0% of the polling stations visited opened on time, at 07h00 while 8% opened late. In the case of those that opened late, it varied between 16 minutes and 1 hour late for the different reasons including poor preparation by polling officials, late arrival of polling officials, and late arrival of materials.

29. The polling staff followed the required opening procedures and guidelines in stations visited.

b. Election materials

The AUEOM noted that materials were delivered in advance in most polling stations visited and were in sufficient quantities.

c. Election personnel

The polling staff were generally competent in carrying out their duties and demonstrated a sense of commitment.

d. Transparency of the Process

The AUEOM noted the presence of party delegates and international observers at some polling stations visited, which is critical for a transparent polling process. There was a notably limited presence of national observers in stations visited. In addition, there were some incidences where some AU observers were denied information and access to counting procedures in Luanda.

e. Voting Process

There were well-controlled queues outside 98% of the polling stations visited throughout the polling day. The AUEOM noted that voting proceeded uninterrupted throughout the day. However, in 2% of the stations visited there was poor crowd control and unruly voter behaviour.

The Mission commends efforts by CNE for additional officials equipped with tablets at different polling centres, deployed by the Commission to assist voters in identifying their polling station.

The layout of the polling stations promoted the easy flow of voters. The voting procedures and polling station layout allowed for secrecy of the ballot in polling stations visited.

The CNE announced on polling day that voters with expired identification cards and photocopies with waiting slips within Angola and the diaspora would be allowed to vote. The AUEOM observed that some voters had already been turned away at the time of the announcement.

f. Closing of the polls

Most polling stations observed closed at 17h00. All voters in the queue at the closing time were allowed to cast their vote. However, the AUEOM observed some instances where there was confusion on closing time between 16h00 and 17h00. This could be attributed to the interpretation of the law.[5]

The AUEOM also noted that ballot reconciliation was done at the end of voting in polling stations visited.

g. Counting Process

39. The AUEOM noted that counting was conducted as per procedures in the presence of party delegates who were provided with copies of the results.

h. Polling Station Minute Writing

Some AUEOM observers witnessed that the materials used to capture the minutes of the polling station did not sufficiently duplicate beyond the third of the eight copies required. Ineligible duplicates given to party delegates has the potential of fuelling disputes around the official result.

i. Electoral Security

The AUEOM commends the security officers who were present at polling stations visited and who acted professionally. This contributed to the peaceful and orderly manner of Election Day operations.

D. CONCLUSION

42. The 2022 general elections presented another important opportunity for the people of Angola to consolidate their democracy, peace and stability since the end of the civil war in 2002.

While there were reports of an uneven playing field, the AUEOM notes that elections were generally conducted in a peaceful manner.** The AUEOM commends the people of Angola for their determination to peacefully exercise their democratic right to choose their leaders through the ballot. As the electoral process is still ongoing, the Mission calls on all stakeholders to maintain peaceful conduct while awaiting the announcement of results by the National Electoral Commission.**

44. The AUEOM calls on CNE to conduct the remaining electoral processes in a transparent and accountable manner and encourages all aggrieved parties to seek legal redress in case of any disputes on the outcome of the elections.

E. RECOMMENDATIONS

Based on the foregoing findings, the AUEOM proffers the following preliminary recommendations for consideration by stakeholders:

To the Government, National Assembly and other relevant stakeholders:

**- **Consider adoption of affirmative actions aimed at increasing participation of underrepresented groups in elective institutions such as women, disabled persons and youth.

– Strengthen enforcement mechanisms to promote balanced and equitable access to media coverage for all parties in the electoral process.

– Review the legal framework to eliminate the discretionary powers of the electoral commission to determine the number of election observers as well as allow the conduct of election observation in all aspects of electoral processes. The conduct of election observation is premised on the principle of unimpeded access to electoral processes.

– Strengthen the processes of voter registration and updating the voters’ lists based on principles of inclusion, transparency and accuracy to enhance its integrity.

– Consider expanding the responsibilities of the CNE, the institution tasked with election management, to include voter registration.

– Explore alternative models of election management body to strengthen its independence and insulate it from undue political influence.

– Consider reviewing Article 105 of the Organic Law on General Elections to clarify provisions on closing time.

To the National Electoral Commission:

– Strengthen mechanisms for regular and consultative multi-stakeholder engagement throughout the electoral cycle between the CNE, political parties and Civil Society Organizations, among others in order to promote a more participatory electoral process.

– Consider improving the quality of election material to minimize disputes arising from ineligible polling station minutes.

Deputy Secretary-General, at International African Development Conference, Urges Scaled-Up Action to Ensure Greener, Healthier Planet for Future Generations

Following is the text of UN Deputy Secretary-General Amina Mohammed’s video message to the Eighth Tokyo International Conference on African Development, in Tunis today:

Ladies and gentlemen,

Let me start by congratulating the Tunisian Government for hosting and organizing the Eighth Tokyo International Conference on African Development for the second time only on the African continent.

It is my pleasure to speak to you about the climate-related actions we need for people and for the planet. This year has given us a glimpse of the catastrophic effects of the climate crisis. Many corners of the world have faced storms, floods, droughts and raging wildfires. Lives and livelihoods have been lost. Tunisia has not been exempt from the negative impacts of climate change.

In this context, just about a month ago, the United Nations General Assembly voted on a historic resolution that declared access to a clean and healthy environment a universal human right. I would like to commend Tunisia for their vote in favour of this landmark resolution, as well as all who are acting to ensure a greener and healthier planet for future generations.

Despite this breakthrough, much more remains to be done. Today, I urge everyone, everywhere to employ innovative solutions and mobilize communities, the private sector and Governments to accelerate our pace to taking these solutions to scale. To do this we need young people, including the young people of Tunisia to play a leading role.

From the Eighth Tokyo International Conference on African Development to Africa’s Twenty-seventh Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change, the United Nations stands committed to amplifying your voice and accompanying you in this journey to a more peaceful and healthier planet.

Launching of CREWS Greater Horn of Africa: Strengthening Early Warning and Early Action Systems for Meteorological, Hydrological, and Climate Extremes

Mombasa, Kenya– The Climate Risk and Early Warning Systems (CREWS) Initiative launched the “Greater Horn of Africa: Strengthening early warning and early action systems for meteorological, hydrological, and climate extremes” project, which will be implemented regionally and in Ethiopia, Somalia, and Sudan, by the United Nations Office for Disaster Risk Reduction (UNDRR), World Meteorological Organization (WMO), and The World Bank.

The project aims to enhance the capacities of regional and national entities to produce and use climate, weather, and hydrological services, including early warning systems. It will support regional activities and also provide support to the National Meteorological and Hydrological Services (NMHSs) in Ethiopia, Somalia, and Sudan through technical assistance, building upon and leveraging the ongoing and pipeline investment projects implemented/financed by the UNDRR, WMO, and World Bank.

These services are needed more than ever, as the Horn of Africa is increasingly threatened by climate hazards and extreme weather. Right now, millions of people face a humanitarian crisis because of several years of below-average rainfall and failing crops, as the region is being ravaged by the worst drought in four decades. At the same time, the region has also been struck by damaging floods, that have destroyed crops, washed away infrastructure, and killed vulnerable people.

In Somalia, the UNDRR Regional Office for Arab States (ROAS) has already initiated a project to enhance the effort of disaster risk reduction. The UNDRR ROAS project in Somalia aims to improve the governance, understanding of risks, and the capacity to address disaster risks at national and local levels to better prepare for and respond to disasters, reduce vulnerabilities, loss of life, and economic damages. It comes to revise and update the National Disaster Risk Reduction Strategy impact in line with the Sendai Framework for Disaster Risk Reduction and the Arab Strategy for Disaster Risk Reduction; in addition, to develop a multi-hazard early warning feasibility study and a local disaster risk reduction and resilience action plans in one pilot city.

Till now, together with partners, UNDRR ROAS has organized multiple workshops that introduced the functionality of Sendai Framework Monitor and DesInventar-Sendai, as well as the guidelines for developing national disaster risk reduction strategies and national disaster risk reduction platforms. Furthermore, under the umbrella of supporting the strengthening of disaster risk reduction implementation at the local level, UNDRR ROAS has organized capacity-building workshops on the Sendai Framework and the essentials for Making Cities Resilient.

In parallel, the UNDRR ROAS works on developing a multi-hazard risk profile in Sudan that underlines risk factors across major sectors and the most vulnerable areas. Furthermore, UNDRR ROAS has developed a scoping paper for probabilistic risk assessment. The objective of this initiative is to strengthen Sudan’s capacity to systematically account for disaster losses, identify hazards, and develop risk assessments. The UNDRR ROAS collaborated with the government to identify the problem, the need to perform risk assessments, and how these results can increase overall disaster resilience.

The CREWS Greater Horn of Africa project’s regional activities will be centered around improving regional services to support countries to provide effective early warning systems (EWS) and strengthening regional coordination and cooperation for effective EWS and climate services. In Ethiopia, activities will support ensuring early actions and developing demand-driven climate and early warning information services. In Somalia, activities will focus on developing and delivering priority public hydromet services, and institutional development. As for Sudan, activities will focus on strengthening community involvement in EWS and strengthening flood early warning services.

The project launching event brought together representatives of the regional partners (ICPAC, ENTRO, and Red Cross), national stakeholders (national meteorological and hydrological services as well as disaster risk management authorities in Ethiopia, Somalia, and Sudan), the implementing partners (UNDRR, WMO, and World Bank), and regional stakeholders.

The project is supported under the CREWS Initiative, a mechanism that funds Least Developed Countries (LDC) and Small Island Developing States (SIDS) to increase the availability of, and access to, early warning systems.

UN deputy chief calls for action to deliver sustainable development in Africa

UN Deputy Secretary-General Amina Mohammed highlighted the continued relevance of the Sustainable Development Goals (SDGs), during a meeting with the President of Tunisia, Kais Saied, held on Sunday.

Ms. Mohammed was in the country to attend the eighth Tokyo International Conference on African Development (TICAD8), which concluded that day.

The conference has been organized by Japan since 1993, under the philosophy of “African Development for African people.” It is co-hosted by the UN, the UN Development Programme (UNDP), the World Bank, and the African Union Commission.

A new era

In welcoming the UN deputy chief, President Saied spoke of the new era in the world, citing the COVID-19 pandemic and the war in Ukraine, but also in Tunisia, which has a new Constitution that he said will establish greater accountability for all.

The President said TICAD has already brought important results for Africa, and there will be much to do to implement agreements reached during this latest edition of the conference.

SDGs remain relevant

Ms. Mohammed recalled that the SDGs remain a very relevant framework in this new era, and TICAD has served as an important reminder.

The 17 goals aim to bring about a more just and equitable world, including through ending extreme poverty, achieving gender equality, and spurring economic growth, while also tackling climate change and preserving the natural environment.

They were adopted by world leaders in 2015 and have a deadline of 2030.

The UN deputy chief said that in many places, governments have not yet succeeded in delivering better public services, particularly for women and girls. She added that the UN will continue to support countries, and give hope to people.

Transforming education

Ms. Mohammed reminded President Saied of the UN Secretary-General’s invitation to attend the upcoming UN General Assembly and the important Transforming Education Summit.

The three-day event, which begins at UN Headquarters on 16 September, aims to set out a new vision for education that equips learners of all ages and backgrounds with the skills, knowledge, and values they need to thrive.

She said that as a professor, President Saied could help redefine and rethink education in Africa.

The President confirmed his interest in attending, and mentioned that adapting education to this new era is fundamental. He said a Supreme Council for education and learning is included in his country’s new Constitution.

The meeting with the Tunisian President took place a day after Ms. Mohammed addressed the opening ceremony for TICAD8.

A ‘perfect storm’

In her remarks, the Deputy Secretary-General called for action to confront what she described as “the cascading impacts of multiple crises” facing the world today.

She said recovery from the COVID-19 pandemic, the effects of the war in Ukraine, the climate emergency and the financial crisis, are placing already vulnerable populations under severe stress.

“This ‘perfect storm’ is, in turn, creating a fertile breeding ground exacerbating existing and future conflict and unrest, thus compromising our collective efforts to achieve the SDGs and save lives and livelihoods,” she added.

Three areas for action

Ms. Mohammed said countries have an unprecedented opportunity to overcome these challenges and address security and sustainable development in Africa.

She underlined the need to accelerate action across three main areas to benefit African economies and achieve the SDGs.

The first calls for ensuring universal access to energy and a just and equitable transition to renewables.

A comprehensive approach is necessary here to chart energy development pathways in Africa, grounded in sustainable investments and strong partnerships, such as TICAD.

“With the energy access gap impacting about 600 million people, Africa will need the ‘energy development space’ to keep pace with its ambitions for universal, reliable and affordable access to clean energy,” she told the conference.

“The current global rise in energy prices can also prompt African countries to maximize the continent’s great potential for renewable energy. But this will require timely investments at scale.”

Transform food systems

The second area is focused on the need to transform global food systems, which means achieving food security, nutrition, self-sufficiency and jobs for young people across the continent.

“Expanding Africa’s breadbasket requires enhanced agriculture productivity and food systems that leverage new technology of modern irrigation systems, the mechanization of farming and the reduction of post-harvest losses, which are high priorities for the continent,” said Ms. Mohammed.

She added that the TICAD partnership can drive this transformation, through the right investments, technology and affordable innovations at scale.

Lastly, Ms. Mohammed stressed that there can be no solution to these interconnected crises unless countries address inequality and its underlying factors.

“There is need for a shift in the perception of Africa as dependent continent to one that is a key actor on the global stage, with the same rights and standing as any other region. Be it economic or political. The mobilization of adequate financing for sustainable development is an imperative,” she said.

Seize upcoming opportunities

Ms. Mohammed urged participants to seize the opportunity of the upcoming UN General Assembly, the Annual Meetings of the International Monetary Fund and the World Bank Group, the G20 Meeting and the UN’s COP27 climate change conference, to strengthen collective action to recover better from the COVID-19 pandemic and respond to the impact of the continuing war in Ukraine.

Stating that “we are not starting from nothing”, she stressed the need for solid building blocks to achieve the ambition of delivering sustainable development for Africa.

The Deputy Secretary-General underlined the UN’s readiness to continue to accompany African countries in this journey.
