Third Committee Deplores Upswing in Missing Persons Worldwide, Ongoing Reprisals against Human Right Defenders in Its Continuing Human Rights Discussion

Measures to address reprisals against civil society actors and human rights defenders, the frightening increase in missing persons and the impact of unilateral coercive measures on already lagging economies were among topics addressed today by the Third Committee (Social, Humanitarian and Cultural), as it held a debate on the promotion and protection of human rights.

The representative of Ireland, speaking on behalf of 78 countries and the European Union, in its capacity as observer, stressed that the world owes a debt to civil society actors and human rights defenders who cooperate with the United Nations in exposing human rights abuses. Condemning all acts of intimidation or reprisal committed against those who have come forward, he said countries must promote a safe environment for civil society, emphasizing that all reprisals by State or non-State actors must be reported.

Addressing missing persons, the representative of Cyprus said that following Türkiye’s military invasion on her country, some 50 per cent of missing persons in Cyprus are still unknown. She urged the Government of Türkiye to fully disclose all information from its military archives, ensuring that the Committee of Missing Persons has unhindered access to all military areas in the occupied part of Cyprus.The representative of Türkiye rejected baseless allegations against her country. Noting that atrocities against Turkish Cypriots are well documented in archives, she opposed the view of invasion and occupation, referring to the legitimate intervention of the island, carried out according to the Treaty of Guarantee. On missing persons, she said Greece’s delegate opted to ignore Turkish Cypriots that went missing between 1963 and 1974 due to the systematic ethnic cleaning campaign against them.

On unilateral coercive measures, China’s delegate, speaking on behalf of 25 countries, stressed that they exacerbate hardships and humanitarian challenges in developing countries. Noting that their imposition during the ongoing COVID‑19 pandemic impedes targeted Governments from accessing and delivering necessary goods and life-saving assistance, he called on States to cease such practices.

In a similar vein, the representative of South Africa defined unilateral coercive measures as attempts by powerful States to coerce others, disregarding their far-reaching impact on the population of these countries. Several delegates pointed to human rights violations in Ukraine following the Russian Federation’s invasion, stressing the importance of accountability. The Ukrainian representative highlighted work by the Independent International Commission of Inquiry on Ukraine, which concluded that an array of war crimes, violations of human rights and international humanitarian law have been committed there.Calling on all partners to enhance efforts to bring perpetrators to justice, he welcomed Human Rights Council country visits to document human rights violations suffered in his country, stressing the importance of continuing a monitoring presence there.

Highlighting her country’s centuries-long tradition of good neighbourly coexistence with a plethora of cultures and religions, the Russian Federation’s delegate condemned the aggressive Russophobia unleashed in recent months by many Western States. Further, countries of the European Union have introduced visa restrictions on Russians, subjecting them to collective punishment, while the most despicable and radical figures in the West are openly flaunting their plans to destroy the Russian identity, she said.

Speakers also emphasized the need to understand and respond to early warning signs in preventing atrocity crimes, and the impact of climate change on human rights, particularly in small developing States.They also underscored the importance of decriminalizing all sexual orientations and gender identities globally as well as to respect the bodily autonomy of women and girls.

South Africa: Calls for tighter laws to protect youth from smoking

PRETORIA, South African policy makers have been encouraged to tighten legislation for smokers, as there are new products on the market targeting young people, which could lead to addiction problems.

The draft Control of Tobacco and Electronic Delivery Systems Bill (the Tobacco Bill), which is currently before Parliament, seeks to strengthen public health protection measures and places South Africa on a path to a comprehensive implementation of the World Health Organisation Framework Convention on Tobacco Control.

The Bill, if passed, will institute smoke-free indoor public and certain outdoor places, ban the sale of cigarettes through vending machines; introduce plain packaging with graphic health warnings/pictorials; ban display at point of sale, and regulate as well as control Electronic Nicotine Delivery Systems (ENDS) and Non-Nicotine Delivery Systems (ENNDS).

According to the Global Adult Tobacco Survey (GATS), 74% of adults smokers in South Africa started smoking as teenagers (by the time they were 19 years old), while 18% of adult smokers started before they were 15 years, and 43% by 16 years.

The survey is a global standard for systematically monitoring adult tobacco use (including smoking, vaping and e-cigarettes) and tracking key tobacco control indicators.

“We know that these products are not supposed to be accessible to persons younger than 18 years so how come the average age of smoking initiation in South Africa is 17.6 years? It is because a lot is happening in terms of some regulatory loopholes that need to be tightened so that young people can be protected.

“Many young people who start smoking do not understand the harms of these products and this is why we need to make sure that the law is strong and focused on protecting children.

“We know that many people who start on nicotine, who are drug users today, started with cigarettes so any regulatory gap is costly in all ramifications to the country,” South African Medical Research Council (SAMRC) Specialist Scientist at the Alcohol, Tobacco and Other Drug Research Unit, Dr Catherine Egbe, said on Wednesday.

She said the many young people who start smoking do not understand the dangers of these products, which makes it more important for lawmakers to tighten legislation to protect young people.

Egbe was discussing the key finding of the GATS during the Department of Health’s Tobacco Control, which found that tobacco use in South Africa among persons that are 15 years and older is at a 29.4% prevalence rate; which means the smoking prevalence rate is 25.8% and the smokeless tobacco prevalence rate is 4.3%.

With the study showing that the prevalence of the e-cigarettes rate for people who have used it stands at 6.2% and for the current e-cigarettes use the figure stands at 2.2%, Egbe expressed concern that the spaces that offer e-cigarettes, as they are not regulated and they target young people.

“We need to be careful about these products because the target is to recruit young people to be nicotine addicts. Once young people are hooked on e-cigarettes they will progress to using tobacco.

“Traditional smoked products are mostly used by ages 45 – 64 years, while the emerging products are mostly used by young adults aged 15 – 24 years.

“In terms of waterpipe/hubbly bubbly smoking, the overall prevalence is 3.1% and for e-cigarettes, the prevalence rate is at 2.2%,” Egbe said.

The survey found that smokers, who made an attempt to quit within the last year, was at 40.5%; current smokers, who planned to or were thinking about quitting 65.7%; smokers advised by a healthcare provider is 42.9% and former daily smokers was at 10.6%.

The data collection took place from 17 May until 1 September 2021using face-to-face interviews.

Millions of Ukrainians Beyond Reach, as Russia Blocks UN Aid Access in Areas it Controls

The top United Nations official in Ukraine says as winter approaches, millions of people are beyond the reach of humanitarians in non-government-controlled areas and are likely in need of assistance.

“And it’s a fact that we regularly request access across the front line from both countries and unfortunately, the Russian Federation has not yet granted us that access,” Denise Brown, the U.N. resident and humanitarian coordinator in Ukraine told VOA in an interview. “It’s a purely humanitarian request, based on humanitarian imperative.”

Brown said they would continue to seek access to Russian-controlled areas in the south and east.

Ukraine’s large elderly population is also quite vulnerable, and her teams are trying to reach more communities in remote, rural areas through local organizations.

Winter is coming

Brown, who arrived in Ukraine to take up her post two-and-a-half months ago, is ramping up winterization assistance across the country. Her teams are helping communities repair heaters, fix damaged roofs and distribute mattresses, blankets and warm clothing. They are also reaching out to hospitals with backup generators and mobile heating kits.

Ukraine has harsh winters which begin in mid-November and run through mid-March. Average temperatures are around freezing and there is heavy snowfall.

Already suffering from Russia’s invasion, heating homes will be more difficult this year, as Russian drone and missile attacks have targeted critical infrastructure in recent days.

President Volodymyr Zelenskyy has urged Ukrainians to conserve energy, as he estimates 30% of the country’s power stations have been destroyed in the past week.

“We have huge concerns, I have huge concerns, for what is going to happen over the winter,” Brown said. “We are not going to be able to cover all of the needs; we are really focusing on those communities closest to the front line, the most difficult to reach where people have really suffered from the war.”

Brown, who has worked for more than 25 years in emergency situations including in Iraq, Haiti, Somalia and the Central African Republic, says the U.N. is committed to staying and delivering.

The U.N. has appealed for $4.3 billion this year to assist Ukrainians, of which they have received nearly $3 billion, making it the second most funded appeal in the organization’s history (Yemen in 2019 received $3.6 billion). Next year’s needs assessment is being drawn up.

In addition to food, shelter and other assistance, the World Health Organization is working with Ukraine’s Ministry of Health to help provide psycho-social support to the estimated 10 million people who need it.

Brown says that includes people from soldiers who will be demobilized to traumatized children.

On a recent mission to the southern city of Mykolaiv, which has been the target of repeated Russian attacks, she spoke with the mayor.

“And the first thing he did was look me straight in the eye and say, ‘33 days of silence’ — 33 days of silence since the beginning of the war in February. What does that do then to children who every time they hear that [air raid] siren get stressed?” Brown said.

She says humanitarians provide a critical safety net for the stressed population.

“The war is not over. Our work is not done, and the population continues to have huge, huge needs,” she said.

Casio to Release Flare Red Models for G-SHOCK 40th Anniversary Kickoff

Evoking Solar Flares with Multicolor Laminated Bezel Featuring Phosphorescent Particles

TOKYO, Oct. 20, 2022 /PRNewswire/ — Casio Computer Co., Ltd. announced today the release of two new additions to the G-SHOCK brand of shock-resistant watches. In the runup to the G-SHOCK 40th anniversary in April 2023, Casio is looking to connect with each and every G-SHOCK fan through various activities, including releasing commemorative models and holding special events in various places around the world. Casio kicks this all off with the MTG-B3000FR and GWG-2040FR, two Flare Red anniversary models boasting the red G-SHOCK brand color in an intensely blazing solar flare design.

G-SHOCK got its start with a single-page plan to construct a watch that wouldn’t break, even if dropped. It debuted in 1983 with a shock-resistant construction that overturned conventional wisdom on the fragility of wristwatches.

The 40th anniversary Flare Red models, the MTG-B3000FR and GWG-2040FR, feature multicolor laminated bezels made with phosphorescent materials in the red G-SHOCK brand color. The design evokes solar flares, the massive eruptions of intense energy from the sun’s surface. Casio used a newly developed technique to laminate carbon and colored glass fiber sheets together and hew them into bezel form. Phosphorescent particles mixed into the glass fiber sheets create powerful designs that are stunning even in the dark. The bezel of every single watch has its own unique look, since the materials present a one-of-a-kind appearance depending on where in the lamination the bezel is hewn.MTG-B3000FR and GWG-2040FR

For the GWG-2040FR, phosphorescent particles are also mixed into the forged carbon of the lugs that connect the case to the band to create random patterns of wondrous glow-in-the-dark beauty.

The logo commemorating the G-SHOCK 40th anniversary, designed by world-renowned graffiti artist Eric Haze, is engraved on the case back. These timepieces also feature four stars to signify “40,” an extra-special touch for the first wave of models to commemorate 40 years of G-SHOCK innovation.
