Minister of Defence reiterates armed forces combative preparedness

Angolan minister of National Defence, Former Combatants and Motherland Veterans João Ernesto dos Santos has reiterated the combative preparedness of the Angolan Armed Forces (FAA), aimed to protect national independence and the integrity of the Angolan State.

João Ernesto dos Santos was speaking at the meeting chaired by the Commander-in-Chief of the FAA, João Lourenço, with the military leadership of the three branches, namely the Army, the Air Force and the Navy.

The minister highlighted that the brigade’s tactical maneuver exercise is a demonstration of compliance with the methodological and organisational indications on the operational, combative and patriotic educational preparation of the Armed Forces.

“It is with great enthusiasm that the military leadership, representing the entire staff of the FAA, loyal to the Republic of Angola, the people and the established political and democratic power, welcomes the Commander-in-Chief to hear the guidelines for current and future challenges to the national security of the Angolan State”, he underlined.

João Ernesto dos Santos argued that these guidelines are in line with the Constitutional assumption, which aims to guarantee the preservation of national independence and sovereignty and the territorial integrity of the democratic State of Law, freedom, defence of the territory.

The minister said that this strategy, in favor of promotion of national territory, defence of wisdom, among other challenges, is against any threats and risks.

The strategy also ensures cooperation for national development and contributing to international peace and security.

Angolan Government calls for international cooperation on CyberSecurity

Angolan minister of Finance Vera Daves de Sousa defended Wednesday in Luanda the commitment to international cooperation to monitor CyberSecurity issues in the country.

The minister, who was speaking at the 1st cybersecurity Forum, sponsored by the Ministry of Telecommunications, Information Technology and Social Communication (MINTICS), underlined that the process of international cooperation is important because cyber attacks involve transnational movements.

Vera Daves de Sousa assured that the finance sector has been working towards “a clear identification of the country’s risks and vulnerabilities and then building a strategy that takes care of these weaknesses”.

In turn, the minister of Energy and Water, João Baptista Borges, said that the sector’s concern is about the emergence of attacks on the system, which could affect the normal functioning and replacement of the system.

As example, he said, a company dedicated to the distribution, sale of water and electricity, if it is deprived of customer data, naturally risks to report large losses.

Combat cybercrime

The Government intends to create the National Cyber-Security Strategy in order to outline the approach of policies that guarantee a secure and resilient cyberspace.

Even so, it will establish the Angolan Executive’s vision for the five-year period 2022/2027, also serving to identify and establish Cybersecurity actions.

The idea is to make Angola a safer country with a society that is aware of Cyber-Security.

The strategy is a public policy instrument that aims to address, in an integrated and systematic way, the issue of cyberspace security, with measurable and periodical objectives.

Douala Five: Cars now swim along the monaco-bepanda stretch

Residents and users of the monaco-bepanda stretch of road leading to the Bepanda Omnisport Stadium have expressed frustration over the wide craters on the frequented road within the city of Douala.

“Look at how disgusting the state of this road leading to a giant sports facility, the Omnisport Stadium is! I wonder if we really have a City Council. Every day the craters are getting deeper and life-threatening.” Said a pedestrian.

Due to the deplorable state of the Monaco road stretch, circulation that used to be flexible is now impossible. Accidents, breakdowns of vehicles, and traffic jams are recorded on a daily basis, in some cases leading to tension among drivers and bike riders who dispute pedestrian tracks.

“It is hell accessing this road. We get trapped in traffic jams especially when accidents occur. Mechanics are now rich. We spend fabulous sums on repairs. The lake over there has damaged a lot of vehicles that swim inside.” Recounted a taxi driver.

“When we reach here, the bike riders tell us to step down and cross on foot before we continue the journey. You are forced to do so, if not you will end up swimming in the pool of water like many have.” A passenger said.

The Monaco road stretch was rehabilitated about four months ago, but today leaves the residents and users with thousands of words.

“I am not surprised because the quality of work was extremely poor. The thickness of the tarr is just 5cm . How will it last? There is no seriousness. Today, look at lakes here and there. If it stays like this longer, I am sure we will start fishing here. ” A Monaco resident revealed.

Baba 1: Procedure of finding new Fon not respected- Moh Mbameley

There is an ongoing cold war between Councillors and some Elites of Baba 1, Ngoketundjia Division in the North West region. The people are still mourning the disappearance of their traditional ruler, but succession disputes have taken center stage.

HRM Fon Fuekemshi II gave up the ghost on May 2, 2023, but just days after his demise, a new Fon has been identified, the son of his last wife.

On May 8, 2023, CNA was reliably informed that 9-year-old, HRM, Fue Nghaper II of Baba 1, was chosen as the new traditional ruler to succeed his father.

“He was chosen in respect to Baba 1 tradition. There, it’s father to son directly and the boy chosen is the son of the late Fon. People are wondering why the boy was chosen whereas the Fon had boys of 35 years upward. That little boy was chosen because the mother lived with the Fon until his disappearance though being the last wife. The mothers of the older children left the palace already and they couldn’t choose someone whose mother is no longer in the palace.

Well, I know elites in Yaoundé chose the new Fon though in respect to Baba 1 tradition but if it happened that the council did not sit then that’s where the problem is,” a source who had knowledge of the situation said.

But those against the “catching” of a new traditional ruler said the process was very sudden and went against the tradition of the people of Baba 1. One of such people who enthroned the deceased Fon during his days is a former Divisional Officer, Moh Mbameley.

“There is a traditional procedure to choose a new Fon. Once the Fon goes missing, according to the Baba tradition, a period of “fever” is declared for two weeks at the Palace. This is meant to allow women and other people to carry out their duties, arrange things and prepare for a bigger announcement. After the two weeks, another two weeks period is declared, when the Fon’s disappearance is now officially announced,” he said in an interview.

According to Moh Mbameley, only important Kingmakers have the right to enthrone a new Fon but that was not the case which led to the announcement of a new traditional ruler.

“They are traditional King makers who inherit the title to enthrone the new Fon. They are not appointed. All of them were not present, the paramount ones were not around. Two or three took part. The main people did not take part.” He revealed.

The former administrator alleged that friends of the deceased ruler, singlehanded the process of “appointing “a new ruler.

“Friends of late Fon took it upon themselves and are now rushing to have him recognized.”

“The throne of Baba 1 has always been in court. Some of the palace Princes took the late Fon to court and it went on for a while. They said he exploited the people, and it wasn’t his right to sit on the throne. Before Fon’s death, the palace was divided into 4 parts so it’s really a difficult one in Baba 1 until someone brings them together which I think it’s already happening,” the source with knowledge on the event told CNA reporter in a chat.

Some comments claim that the choice for the young Fon is because Regents, who usually take charge of a village before the young ruler reaches acceptable age to rule, want to take control of the Palace affairs and dictate their laws.

Bafoussam: owner of ten-seat bike says unemployment forced him to think

Emmanuel Wembe has left many in Bafoussam astonished by his ability to transform a two-seat motorbike to a ten-place machine.

The man aged 35 said he had no choice, given the suffering he faced as well as the discomfort in carrying farmers to remote areas on a small bike.

“With these our bikes, we can go to areas where cars cannot reach. It is easier especially as the bikes can carry up to 10 persons,” Emmanuel Wembe told BTV.

“I once carried passengers to the farm and it was too stressful. I then thought of how to increase the length of the bike. I did it gradually. I did not just do it at once. It took me years,” he disclosed.

The business man said it started when he was unable to find a job.

“When there are no jobs, you have to think of something. You don’t have to wait for someone,” Wembe added. “It is due to suffering and lack of jobs that I had to do this.”

Users of his services have said they have no choice. “We are already used to it. It’s been over ten years now. God is the one taking care of us,” a woman who regularly carries her farm produce to and from town said.

Emmanuel Wembe encouraged Cameroonians to invest in their skills and reduce the importation of products which are often expensive. He encourages these group of persons to buy parts and do the assembling themselves to reduce costs.

Angolan president calls for ceasefire in Sudan

Angolan Head of State João Lourenço encouraged Wednesday in Menongue, eastern Cuando Cubango province, the parties involved in the armed conflict in Sudan to establish a ceasefire, in order to negotiate a definitive peace.

Speaking at the meeting of the military leaders of the Angolan Armed Forces (FAA), João Lourenço defended the end of the war in this country in the Great Lakes region.

Armed clashes in Sudan began on 15 April between the Sudanese army and the Rapid Support Forces (RSF).

In just a few days, the conflict claimed hundreds of lives, thousands of internally displaced people and refugees in neighbouring countries.

On the other hand, the Angolan statesman said that the world is following with great attention and concern the tension on the Korean peninsula, the Israeli-Palestinian conflict, the deteriorating security situation in the Sahel region, in Africa, in the East of the Democratic Republic of Congo (DRC) and in Mozambique.

In his speech, President João Lourenço also expressed concern about the conflict in Ukraine that has persisted for more than a year and risks gaining proportions that threaten, more and more, world peace and security.

According to the Angolan Head of State, everything must be done to avoid the escalation of this armed conflict.

“It is necessary dialogue between Russia and Ukraine, for the establishment of a ceasefire that opens the way for the negotiation of a definitive peace”, he stated.

According to João Lourenço, Ukraine’s sovereignty and territorial integrity must be respected, as enshrined in International Law and in the Charter of the United Nations, which everyone is obliged to respect.

As a result of his commitment to peace on the continent, the President of the Republic, João Lourenço, was designated “Champion of the African Union for Peace and Reconciliation in Africa”.

The title is the result of Angola’s efforts with João Lourenço at the head of the International Conference on the Great Lakes Region in the search for peace, dialogue and stability in various countries of the continent.

Seplat Energy declares $951.8m revenue in 2022

Mr Basil Omiyi, the Chairman of Board, Seplat Energy, said the company’s total revenue rose by 29.8 per cent to $951.8 million as at financial year ended Dec. 31, 2022.

Omoyi said this during his address at the company’s 10th Annual General Meeting (AGM) held virtually on Wednesday with shareholders, regulators, company directors, and the media.

He also said that the profit before tax rose by 15.3 per cent to $204.4 million during the period under review.

The News Agency of Nigeria (NAN) reports that Seplat Energy Plc, a Nigerian independent energy company is listed on the Nigerian Exchange Ltd. (NGX) and the London Stock Exchange (LSE).

The Seplat Energy Board recommended a special dividend of U.S. five cents per share to be paid to shareholders, in addition to the final quarterly dividend of US 2.5 cents per share.

This brings total dividend for the year to US 15 cents per share.

The shareholders at the meeting approved the dividend payout, which will be made on or around May 16 to shareholders whose names appear in the company’s Register at the close of business on April 18.

Omiyi said the company’s oil business started the year on a strong footing, with working interest production of 29,078 barrels of oil per day (bopd) and 30,338bopd in Q1-2022 and Q2-2022 respectively.

He added that: “However, in the third quarter, production was impacted negatively by evacuation problems at the Forcados Oil Terminal (FOT), not being available for a period.

“Thankfully, the much-delayed launch of the Amukpe-Escravos Pipeline (AEP) provided some relief as we were able to flow c.10,100bopd (working interest production) during the period.

“The AEP is now a major export route for our largest assets at OMLs 4, 38 and 41. As a result, our reliance on the Trans Forcados Pipeline and FOT is significantly lower, reducing risks of downtime while providing a solid base for stronger export volumes and revenues.”

Omiyi said that the company’s gas business remained strong through the year, as progress was made with the construction of the ANOH Gas Processing Plant.

The Seplat chairman, however, said that the plant awaited the completion of third-party infrastructure before it could commence operations, projected for the final quarter of 2023.

“The positive impact of renegotiated Gas Sales Agreements (GSAs) in H2-2022 provided healthy support for revenue growth and profitability and we continue to focus on increasing capacity utilisation at our Oben Gas Processing Plant,” he added.

Over the past 12 months, Omiyi said the company had taken significant steps toward fulfilling its new purpose and vision with regards to energy transition, and was scaling up its midstream gas business.

He added that this would help to increase the amount of natural gas supplied toward powering Nigeria’s electricity grid, thereby displacing diesel use in power generation.

According to him, the company’s new energy business has been tasked with developing power and renewable energy.

Omiyi said, “At the same time, we have strengthened our approach to understanding and evaluating climate risk, which we have re-designated as a key risk to our business.

“We have adopted a new Board-approved Climate Change Policy and have advanced a major component of our decarbonisation strategy.

“This eliminates routine flaring by the end of 2024 through our Flares Out initiative, which is six years ahead of Nigerian regulatory requirements and the World Bank’s initiative to achieve Zero Routine Flaring by 2030.

“These steps form part of a transition plan that will align our business strategy with the overarching goal of the Paris Agreement to limit mean global temperature rise to well below 2°C and contribute to supporting Nigeria’s pathway to achieving carbon neutrality by 2060.

“This plan is subject to evaluation, approval and oversight of our Board and Management teams and is underpinned by actionable, specific initiatives for decarbonising our operations and increasing the overall sustainability of our business model.”

The chairman also said that the company had published its first Climate Risk and Resilience Report, which is a separate and comprehensive document that outlines its approach to climate change risk.

Reacting to the comment, a shareholder, Mr Patrick Ajudua, said: “I want to commend the company for the special dividend of 5 cents, in addition to the final dividend of 2.5 cents, bringing the total to 15 cents.

“We are, indeed, very grateful and we appreciate the board for being consistent in dividend payment and ensuring a generous reward to the shareholders at a very difficult time, when most companies are even finding it difficult to maintain profitability.”

Mr Matthew Akinlade, President, Noble Shareholders Solidarity Association, commended the Board and management of Seplat for a good performance.

“In spite of the challenges of year 2022, you were able to raise revenue by about 38 per cent and cost of sales at just 18 per cent, which shows an effective management of the company’s cost,” he said.

Also, speaking at the meeting, Chief Operating Officer, Seplat Energy, Mr Samson Ezugworie, said the company was exploring ways to become a leading supplier of lower[1]carbon and renewable energy.

“We are exploring ways to expand into these new and exciting markets.

“The first and most obvious option is to provide more gas for Nigeria’s power sector, to reduce the country’s reliance on imported diesel fuel, which is highly carbon intensive and a drain on the nation’s wealth.

“We will also look at hybrid systems where we install solar or other renewable technology alongside gas, which will provide baseload power at all times.”

Lagos begins 4-week free anti-rabies vaccination campaign

The Lagos State Government has flagged off free anti-rabies vacination campaign and urged animal owners to keep their pets under strict control to avoid constituting nuisance or danger in the environment.

Ms Abisola Olusanya, state Commissioner for Agriculture, gave the advice at the flag-off ceremony of the 2023 free mass anti-rabies campaign at Igando-Ikotun Local Council Development Area on Wednesday in Lagos.

Olusanya said that the state governement would hold a four-week free anti-rabies vaccination for all pets owners.

Olusanya who was represented by Mrs Olatokunbo Emokpae, the Permanent Secretary in the ministry, said that vaccination certificates would be issued to pet owners after the exercise.

The News Agency of Nigeria (NAN) reports that the theme of the campaign is: “Rabies: One Health, Zero Deaths”.

It is orgainsed by the Federal Ministry of Agriculture and Rural Development under Regeional Diesaes Survellance Systems Enhancement.

She urged the general public to take advantage of this window of free vaccination programme being carried out simultaneously at the state government veterinary hospitals and clinics in all the divisions of the state to vaccinate their pets.

According to her, this is the third consecutive year of carrying out this laudable programme aimed at achieving the Global Strategy Plan for the elimination of dog-mediated human rabies death by the year 2030.

“The Lagos State Government being piloted under the leadership of Gov. Babajide Sanwo-Olu leaves no one in doubt that we are at the forefront of the global target of eradicating rabies in the 21st century.

“This is so especially with the bill which regulates ownership, licensing, sales of pets as well as prohibiting and restricting people from having in custody dangerous animals in public places.

“Our goal once again is to achieve the global strategy plan on elimination of dogs mediated human rabies death by 2030.

“I am again using this mass campaign programme to urge all animal owners to be deliberate and intentional in keeping all their pets and animals under strict control so that they do not constitute any nuisance or danger to others in the environment,” she said.

Olusanya noted that rabies was a serious illness, a viral zoonotic disease that causes progressive and fatal inflammation of the brain and spinal cord that almost result in death.

She said that the virus infects the central nervous system through its spread to people from the saliva of infected animals.

“According to the World Health Organisation, rabies is estimated to cause 59,000 human deaths annually in over 150 countries, with 95 per cent of cases occurring in Africa and Asia.

Ninety-nine per cent of rabies cases are dog-mediated and the burden of this disease is disproportionally borne by rural poor populations, with approximately half of the cases attributable to children under 15.

“An estimated 21,476 human deaths occur each year in Africa due to this disease.

“Rabies, however, a vaccine preventable disease and annual vaccination of susceptible animals especially dogs would lead to a drastic reduction of human cases.

“This, therefore, calls for the Lagos state annual free mass anti rabies vaccination exercise,” she said.

Mrs Olayinka Akeredolu, the State Coordinator, Federal Ministry of Agriculture and Rural Development, Oko-Oba, said the programne was orgainsed in collaboration with the department of Veterinary Services in Lagos Ministry of Agriculture.

Akeredolu urged participants at the programme to propagate that all dogs should be vaccinated against rabies.

She urged youths in the state not to play with animals they are not familiar with adding they may be unvaccinated and rabies carrier.

“I want to use the opportunity to tell the young ones, especially the youth not to play with any animal they are not familiar with.

“If you are not familiar with an animal, please, don’t play with it, run away from it. It may be very dangerous.

“Don’t play with any stray dogs or animals you see on the street because they may be unvaccinated.

“If you see any stray dog in your community, please report it to the relevant authority, we don’t want our people to die of needless death,” she said.

Dr Emmanuel Adeaga, Faculty of Veterinary Medicine, University of Ibadan (UI), said that it was worrisome that over 59,000 people die of rabies annually.

Adeaga, a Molecular Scientist and Vaccine Researcher, Centre for Control and Prevention of Zoonosis, UI, said that countries must work to reduce rabies deaths.

He said that over 4,303 years after rabies was first discovered, it was still causing deaths. He said that governments must have zero tolerance for rabies to reduce the trend.

He added that most of the pandemic in the world was caused by animal adding that people must be involved in happenings in their environment.

He called for collaborations between government agencies to reduce the deaths adding that even one death is too much.

“People should be interested in what goes on in their environment because the outcome will get to you.

“Don’t look away; be alert. Community involvement. Everything that is happening in your environment is your problem.

“The stray dog on the street is your problem, you must be concern of the status of your neighbors’ dog.

“Dogs don’t only bite their owners, they bite anybody, So all must be involve.

“A rabies free world is possible, it begins with me, it begins with you. None is safe until all is safe,” he said.

Dr Mark Ofua, Chairman, Nigeria Veterinary Medical Association, Lagos State Chapter, said that the association was proud to work with the government to drive this initiative to eradication of rabies.

Ofua said that the scourge of rabies was not a new phenomenal but one that the whole world was battling to eradicate.

“For people in the animal business, whenever they are transporting animal and they know that the animal is coming from Nigeria or from West Africa, they place a huge question mark.

“But if we come together and do it right, we can lift that scourge from Nigeria, we can lift scourge from Lagos and change the status-quo for us.

“It’s a beautiful thing that the government has taken this initiative, it goes to show that the government is taking the community health very important.

“The aim of the programme is to reach the nooks and crannies, all the interior places, wherever a dog is, the rabies vaccine should get there.

“Wherever there is a warm-blooded animal, be it dog, cat, there’s possibilities of rabies.

“We love our dogs very well, we interact we our dogs and I for one cannot imagine my life without a dog.

“How do I now protect the dog, protect myself, my children and my family; it is through initiate like this.

“It is not a matter of choice, it is a must, everyone must vaccinate their pets. We must do all we can, it begins with me, it begins with you,” he said.

Mr Lasisi Akinsanya, Chairman, Igando-Ikotun LCDA, urged residents of the area to take advantage of the exercise to vaccinate their dogs and cats, among others during the period.

Akinsanya thanked the state government for selecting the council for the flag-off, while assuring the council’s support to the success of the exercise.

Dr Anthonia Uti-Momah, Medical Officer of Health, Igando-Ikotun LCDA, said that a person who had been bitten by a dog must receive five shots of anti-rabies vaccine within 28 days of the incident.

Earlier, Dr Rasheed Macaulay, Director, Veterinary Services in the Lagos State Ministry of Agriculture, said that all dogs, cats, and monkeys must be vaccinated during the exercise in the state.

Macaulay said that the programme would feature lectures, health talk, awareness campaign and free vaccination and presentation of certificates.

NAN reports that the vaccination is expected to end on June 9.

Buhari to induct new warships, Naval platforms May 22

President Muhammadu Buhari will on May 22, induct new warships, gunboats and helicopters for the Nigerian Navy.

The Chief of Policy of Plans, Navy, Rear Adm. Seidu Garba, said this on Wednesday in Abuja while briefing newsmen on the preparations for the Presidential Fleet Review (PFR) 2023.

Garba said the fleet review, scheduled to hold from May 19 to May 22 in Lagos, has the theme, ‘Fleet Readiness for National Prosperity’.

He said that the president would inaugurate two ships, NNS Kada and NNS Ibeno, a recently acquired NN helicopter, and the ceremonial sailing pass exercise, combat and aerial displays.

“Permit me to recall that during the 8-year administration of President Buhari, a total of 20 capital ships were procured for the NN.

“The ships comprise of offshore patrol vessels, landing ships transport, hydrographic survey vessels, seaward defence boats, helicopters, as well as over 300 inshore patrol vessels and assault crafts.

“The president also commissioned two locally built ships in 2016 and 2021, and laid the keel for two more, which will be ready by 2024.

“The NN deems it appropriate to honour the Commander-in-Chief for his support to the service.

“The PFR 2023 is therefore, organised in honour of President Buhari in recognition of his generous contribution to the service and the nation at large and to also mark the culmination of Mr President’s administration.”

Garba explained that PFR was a tradition of navies across the world, conducted to honour their sovereigns or heads of government.

He said it involved assemblage of ships and other maritime assets at a designated area for the purpose of demonstrating loyalty and allegiance to the state.

The review, according to him, also provides an avenue for the president to assess the navy’s preparedness to meet statutory obligations in maritime security, safety and defence.

“During a PFR, the president is invited to review the fleet in commemoration of a historical event, celebration of important anniversary or any other activity deemed necessary.”

“Some of the occasions to organise a fleet review include celebration of special landmarks of either the navy or country.”

He recalled that the NN had attended many Fleet reviews with the nation’s Flag Ship, Nigerian Navy Ship (NNS) ARADU.

These, he said, included the Bi-centenary of the battle of Trafalgar in UK in 2005 and the centenary of the Brazilian Navy in 2007.

“NNS THUNDER also sailed to Australia in 2013 to celebrate the centenary of the Australian Navy.

“More recently, the NN sent personnel to participate in the Bangladesh navy fleet review in December 2022,” he added.

Garba said that the last time PFR was conducted in Nigeria was in 2010 in honour of then President Goodluck Jonathan and to mark the 50th anniversary of Nigeria’s independence.

He said that other activities lined up include capability demonstration by NN Special Forces, Defence/Maritime Expo Exhibition, and combined naval parade and exercises.

According to him, the PFR will involve 16 NN warships, three NN helicopters and a mix of Nigerian Air Force aircrafts.

“The participating NN ships are NNS THUNDER, NNS CENTENARY, NNS IKENNE, NNS KADA, NNS LANA, NNS KANO, NNS NGURU, NNS IBENO, NNS ABA, NNS OJI, NNS ANDONI, NNS OSUN, NNS OSE, NNS EKULU, NNS GONGOLA and NNS SHIRORO.

“The participating NAF aircraft are one MI35 Helicopter, one Diamond-42, one ATR-42 MPA and three A29 Super Tucano.

“Some foreign warships from allied nations including Spain, Brazil and Ghana are also expected to participate in the exercise”.

Garba said that the tenure of President Buhari marked a period of profound transformation of the NN Fleet, making it the pride of the Gulf of Guinea and one of the most versatile naval fleets in Africa.

“It has therefore become expedient to organise the PFR-2023 in celebration of Mr President.

“For his commitment to strengthening the nation’s naval assets and capability to project her instruments of maritime power for national prosperity,” he added.
