Expert wants leaders elect to adopt insurance for more IGR

Mr Ekerete Gam-Ikon, an insurance expert has advised elected leaders at all levels to adopt insurance as their strategic action toward improving Internally Generated Revenue (IGR) in states.

Gam-Ikon, the Convener of Insurance September, an insurance platform, in a document on Sunday said the revenue could be generated by making those without insurance coverages to pay a fine.

The expert urged the leaders to direct members of their constituencies and states to register for health insurance scheme.

He said the leaders should also ensure that public buildings including offices, schools, markets, religious places, hotels and every public place were insured against risks of fire outbreak, collapse and flood.

Gam-Ikon advised the leaders to ensure that all their contracts were insured against non-performance and delayed delivery date.

The expert suggested that the contracts would include supplies and projects.

“Coordinate with the necessary legislative instruments to ensure insurance is fully operational in your Constituency and state.

“With all your people having health insurance coverage, you will address the major challenge of healthcare.

“Next is to ensure they live in safe and secured environments.

“Insurance is the best kept secret of rich people and rich nations.

“Start asking questions now and let the answers you get embolden you to consider doing something different in governance in our country using insurance,” he said.

Nigeria attained highest rating in fight against terrorism in 2022 – COAS

The Chief of Army Staff (COAS) Lt.-Gen. Faruk Yahaya, says it is on record that Nigeria recorded its highest rating in the fight against terrorism in 2022 since 2011 till date.

Yahaya said this at the opening of the Chief of Army Staff First Quarter Conference 2023 on Monday in Abuja.

He said the efforts in Operation Hadin Kai (OPHK) in synergy with the sister services and other security agencies had significantly curtailed terrorism and insurgency that hitherto bedeviled the North East part of the country.

He said the continuous injection of trained troops and special equipment through Operations Lake Sanity and Desert Sanity to complement efforts by OPHK had been rewarding.

According to Yahaya, the insurgents and terrorists no longer have freedom of action.

He added that it had amongst other benefits resulted in massive surrender by the adversaries.

“These efforts, expectedly have enhanced troops poise and greatly improved the security situation and public confidence in the North East.

“In the past 11 years, from 2011 to date, Nigeria recorded its highest rating against terrorism last year, 2022.

“This is indeed a commendable effort and achievement by all of you, the other sister services, stakeholders and indeed our able predecessors,” he said.

The COAS said the Nigerian army was channeling more efforts towards consolidating on the successes with a view to completely neutralise the insurgents that fail to surrender.

He said that the outcome of the 2022 COAS Annual Conference in the North/West region of the Country had created the necessary impact that had continued to improve the success of army operations in the region.

He said the intensified offensive operations to eliminate bandits and other criminal elements in the regions had also yielded positive results.

According to him, the Nigerian army troops deployed for Operations Hadarin Daji and Forest Sanity have projected forces and intensified offensives to clear bandit enclaves.

“These operations have destroyed criminal hideouts, neutralized several bandits and subjected the remaining elements to situations where they are mostly either targeting civilians or on the run.

“We must therefore maintain the tempo and leave no stone unturned to sustain these commendable efforts.

“The peaceful conduct of the last general elections across the country including in spite of the sense of insecurity created by criminal elements in the South East region, was a testament to army’s resolve to ensure security in the nation.

“This, according to him, was made possible through successful conduct of Operation Safe Conduct 2023 across the nation which saw the Nigerian army along with the other services and agencies ensuring successful general elections.’’

He said additional efforts through Joint Task Force Operation UDO KA paid off in the South East.

He said this had resulted successful elections in the region; though IPOB/ESN and their supporters had threatened that there would be no elections in the zone.

“The elections or no election neither IPOB nor ESN nor any other group of individuals should threaten the integrity of this nation as enshrined in the Constitution of the Federal Republic of Nigeria.

“Accordingly, elections were therefore held in the South East and successfully too, just like in other parts of the country.

“Generally, our operations and decisive actions against the criminal elements have impacted positively on the security situation in the region, giving confidence to law abiding citizens in the South East.

“The Nigerian army will continue to perform its constitutional roles in collaboration with the sister services and other security agencies as well as civil authorities in the region,” he said.

The COAS commended personal over their professional conduct and apolitical disposition as well as their strict adherence to his directives and guidance during the just concluded general elections.

Yahaya said that various groups, organisations and distinguished individuals had commended troops’ efforts during the elections.

According to him, concerted efforts, commitments and dedication to duty by field commanders, officers and soldiers to ensure successes in various operations across the country are also commendable.

Yahaya urged participants of the conference to make deliberate efforts to come up with genuine and frank opinions and suggestions, as well as painstakingly evaluate the ongoing operations.

He also directed that deliberations should be focused on achieving the overall objective of better re-positioning the Nigerian army to deliver on its constitutional roles.

The Chief of Policy and Plans (Army), Maj.-Gen. Anthony Omozoje, said the conference was deeigned to consolidate on the successes attained so far in all army activities.

Omozoje said that conscious efforts would be made to painstakingly appraise all operations with a view to finding better ways of improving on their successes.

According to him, the interactions therefore would focus on achieving the overall objective of better re-positioning the Nigerian army to deliver on its constitutional roles.

The News Agency of Nigeria (NAN) reports that the COAS uses the event to present a Toyota Hilux vehicle each to 14 deserving Army Warrant Officers as their official vehicles.

He also unveiled some locally produced Mine Resistant Ambush Protected (MRAP) Vehicles manufacture by the Defence Industries Cooperation of Nigeria and partners for army operations as well as inauguration of Historical Park.

Nigeria records success in genetic improvement of livestock for milk – NABDA

Prof. Abdullahi Mustapha, the Director General of National Biotechnology Development Agency (NABDA), said Nigeria recorded success through the genetic improvement of livestock for milk and meat production.

Mustapha said this in an interview with the News Agency of Nigeria (NAN) on Monday in Abuja.

“We are successful in terms of inseminating the cows and now we are waiting for the first generation (F1) to be produced.

“These F1 are going to be genetically checked to see what characters they have taken,’’ he said.

The D-G said the success in terms of inseminating the cows and success in the area of maintaining the pregnancy were all recorded.

“Now, we’re just waiting for the delivery of the first generation cows in April and that is a success story, which means that Nigeria will have its first breed of these livestock.”

Mustapha expressed delight that the climatic condition the new breed of cattle were going to face would be normal and congenial to them.

He said that was because they had made sure that the semen used in inseminating the cows possessed similar characteristics with Nigeria’s condition.

He assured that harmonising the semen with Nigeria`s climatic condition had been taken care of, which was the major issue farmers faced with already developed variety of livestock imported into the country.

“So, in our own case, if we have done it to suit our climatic condition, it means that this is a success.

“What we are hoping to see is the character they have taken in producing the milk quantity.

“At least we are expecting 50 litres per cow a day and if we are lucky to have it, that also reflects success,” Mustapha said.

The NABDA boss hinted that their target was to inseminate 2,500 to 5,000 cows this year when they have the resources with the possibility of inseminating more than that.

He lamented that the basic challenge inhibiting insemination of this number of cows for productivity centered on resources.

He said with adequate resources, the project would continue as they would increase the number of cows to be inseminated.

“So, that is a success story and I’m glad you asked me this.”

Mustapha said the launching of the improved variety of livestock and cattle in the country would take place in April.

Responding to the immediate project embarked upon by NABDA, he mentioned using genome editing to increase the lifespan of shelf life of tomatoes, adding that this was very important.

According to the D-G, the project is a big one considering the amount of money expended on the production of tomatoes with the amount lost from post-harvest losses.

He said the post-harvest losses were due to climate and other chemical activities occurring within the tomato between the period of harvest and consumption.

“I think it’s very important that we take the tomatoes issue seriously so that we can fix it.

“When we fix this a lot of money is going to come into the country; we are supposed to be exporting tomatoes across African countries and even outside Africa,” he said.

The D-G maintained that there were many African countries in need of tomatoes, but unfortunately due to how fragile it was, it could not be exported.

He said following this, the agency in collaboration with the African Union Development Agency (AUDANEPAD), was embarking on the project as all machineries were in place.

Medical expert highlights need for regular physical exercise

Dr Olaolu Modupe-Oni, Medical Director, HealthGate Medical Centre, has highlighted the need for regular physical exercises to improve brain health, manage weight and reduce the risk of diseases

Modupe-Oni gave the advice on Saturday at an inter-house sports competition, organised by Holy Child Educational Home, with the theme, “The champion in Me”, in Abuja.

He said: “We need to get active and exercise our bodies.

“There are diseases that stem from children not being active. Also being active helps them in their educational endeavours.

“Children need these exercises because it is not only adults that are obese, we also have children obesity.

“Competitions help in the release of positive endorphins when you exercise and it is essential to us all,’’ he said.

He noted that children rarely exercise but focus more on the digital devices like the phones, laptops, computer games and television, which gives them little time for exercises, hence, they are prone to obesity and other diseases.

“We live in a digital era, kids are always in front of laptops, ipads, television and they hardly get any physical activity done.

“These kind of engagements also foster healthy competitions, cooperation amongst them and a sense of camaraderie, and provides academic guidance,’’ he said.

He also advised parents to disclose the medical history of their children to school authorities to enable them know the activities that the students can engage in that will not affect their health.

Mrs Ajibike Olufemi, the school Director, said the inter-house sports activity was to build the students confidence, discover talents and connect them with relevant stakeholders that would groom them for the future.

“There is a high level of potentials and talents in them that we want them to tap from, build on it and make the best use of it.

“We also want them to shun social and negative vices by instilling in them positive and healthy values in such a way that they can have self-confidence, determination and strive hard for success.

“We have some sports council officials that are here to actually identify talents who they can build up and train,’’ she said.

Miss Esther Joel, a student and one of the participants, said engaging in sporting activities is to prepare her pursue a career in basketball.

Similarly, Mr Okewu Anthony, another student, said: “sport makes me happy, makes my brain function well and I intend to pursue a career in the military, so this activity will help me to be strong, agile and ready for the task ahead.’’

One of the parents, Mrs Oluwakemi Annafi, said “the event was an opportunity for parents to network and also to encourage some of us and our children to be medically and physically fit.

“This sporting event enables the children to improve intellectually, gives them a sense of competition and confidence to participate in competition and win.’’

Similarly, another parent, Mrs Ngozi Uzokwu, urged the school to partner with others towards harnessing the sporting potentials of the students to enable them pursue careers and represent the country in sports.

FCT minister of state inaugurates 2 committees to boost agric. devt

The Federal Capital Territory Minister of State, Dr Ramatu Aliyu, on Monday in Abuja inaugurated two committees to help boost agricultural development in the territory.

While inaugurating the committee, the minister expressed gratitude to President Muhammadu Buhari for approving the partnership on the projects.

She said that the committees are the Steering and Inter-Agency Technical Committees of the Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL), and the Special Agro-Industrial Processing Zones (SAPZ) Projects in the FCT.

Aliyu stated that the projects would go a long way in bringing about the avowed promise of leaving behind a legacy that will chart an unhindered course for sustainable economic development in Nigeria.

She added that the first phase of these projects was the Agro-Climatic Resilience in Semi-Arid Landscapes (ACReSAL), which was facilitated by the World Bank.

Aliyu said that it was aimed at helping northern part of Nigeria and the FCT to address critical challenges of regional desertification control and landscape management.

She said: “The projects align with the goal of Buhari’s administration to set out broader landscape restoration of 4 million hectares of degraded land, and the promise of lifting 100 million Nigerians out of poverty by 2030.”

Aliyu further stated that the implementation would take place in the six Area Councils of the FCT; particularly in the rural communities, and would cater for the farmers and farm groups, women and youths groups.

She said that the Special Agro-Industrial Processing Zones programme (SAPZ) was co-financed by the African Development Bank, the International Fund for Agricultural Development (IFAD) and the Islamic Development Bank (IsDB).

According to her, it aims at mobilising private sector entities to develop value chains for selected strategic crops and livestock in the participating states.

Aliyu also said that the programme would significantly drive the modernization of the FCT agricultural sector and reduce food imports.

It will also enhance value addition in livestock value chain, staple food crops and create new economic zones of wealth and jobs creation in rural areas.

She said that the steering committees of the projects were the apex decision-making bodies for the operation of the projects in FCT.

According to Aliyu, they have the responsibilities of providing guidance and taking decisions on the recommendations forwarded by the StateTechnical Committee and StateProject Management Unit (SPMU)

The Mandate Secretary, Agriculture and Rural Development Secretariat, Malam Abubakar Ibrahim, said that several states across the federation had already keyed into the programmes.

He said: “Today’s inauguration marks the official take-off of the programmes in the nation’s capital.”

Ibrahim stated that the projects aimed at addressing environmental challenges as well as reinvigorating the livestock sector to enhance sustainable agricultural production and improved food and nutrition security.

He, however, assured that in view of the huge expectations on the projects, membership of the two committees were carefully drawn from relevant secretariat’s departments and agencies (SDA’S) of the FCT Administration.

Responding on behalf of the members of the committee, the FCTA Permanent Secretary, Mr Olusade Adesola, noted that the implementation of the two projects could not have come at a better time than now when the capital city was in dire need of the implementation of innovative programmes.

” Programmes that have the capacity to rapidly guarantee the attainment of food and nutrition security, as well as improve the quality of lives of the growing population of the FCT.

Ibrahim said: “There is no gainsaying the fact that the issues of climate change and global hunger are interwoven, and experts have warned that unless urgent and necessary measures are taken, nations face immense threat of global food crisis.”

He assured the minister that members of the committees would put in their best to ensure that the objectives of the projects were realised.

Mediation can replace law courts in conflict resolution -Expert

A legal practitioner and mediation expert, Mr Chijoke Nnanna-Ibeku, says mediation can replace the law courts in the resolution of conflicts in Nigeria if the necessary structures are put in place for it to thrive.

Nnanna-Ibeku stated this, while speaking at a ceremony organised for the graduation of peer mediators at the primary and junior secondary school levels in Abuja.

“Sooner than later, mediation will no longer be an alternative but the main thrust for the resolution of conflicts in Nigeria.

“This is the second time we are graduating these children.

“The idea is to imbibe the culture of mediation among children as much as possible – children who will become future leaders; who will hold political offices, and change the narrative of conflict resolution in Nigeria.

“I always say that in a class of 60 students who have undergone the peer mediation training, at least three to ten of them will imbibe this training and make it a normal practice in their lives,” he said.

He said filling up the gaps left in the wake of resolving conflicts along ethnic, religion, cultural, and political diversities is a major focus of the programme.

According to him, that will go a long way towards bringing peace and reducing conflicts to the minimum.

“We have in our template to certify 240 children as Peer Mediators this year .

“This will be achieved every quarter by certifying 60 children as peer mediators.

Mrs Margaret Ibeku, Co-ordinator, Three C’s met Mediators, said the training was organised to preach the language of peace and create a generational change among children, so that peace becomes the language.

“It is worrisome to see kids of about 10, 11 years of age fighting along tribal lines.

“We felt the best way is to get these young minds to begin a generational change.

“Firstly, preaching the language of peace, mediating in their families.schools, and communities, and as they grow up, they will continue to take it to the outer world.

“Right now, we are working with all the government schools in the FCT,” she said.

Mr Munsir Sule, an architect who is the Director of Physical Planning and Project Monitoring, described the training as a laudable one, and one of great interest to the board.

He said the programme was apt and timely.

Speaking on behalf of the chairman, Dr Alhassan Sule urged the children to imbibe the culture of peer mediation which they have been trained on and see the beauty in diversity.

“It is a laudable programme, and it brings better understanding among peers. They should see further than the issue of citizenry.

“It is cheaper than going to the courts. We are still going to train the teachers on this for them to better impact on the children,” he added.

Highpoints of the day was the award of certificates to the students and parents.

There were dance competitions and the staging of drama by some of the children.

The News Agency of NIgeria (NAN) reports that Three Cs Met International Institute Of Mediation Negotiation Counseling and Conciliation organised the training.

Anthony Joshua fought Franklin like a lion, says sports minister

Minister of Sports and Youth Development, Mr Sunday Dare on Sunday congratulated Anthony Joshua, Nigerian-born former world heavyweight boxing champion, for defeating his opponent, Jermaine Franklin in an international bout on Saturday.

Dare noted in his congratulatory message that Joshua fought like a lion to defeat his American challenger.

Joshua defeated Franklin by unanimous decision at the 02 Arena in London to get the crucial win in his first fight since his September 2022 loss to Oleksandr Uysk in Saudi Arabia.

“The former world champion demonstrated the heart of a lion in the encounter and his victory was well-deserved.’’ Dare stated in his congratulatory message.

The minister praised Joshua for keeping alive the “never-say-die’’ spirit for which Nigeria is known.

“We will continue to cheer you on,’’ Dare wrote.

SMEs crucial to surmounting nation’s challenges – Arunma Oteh

A former treasurer and also former Vice-President of the World Bank, Dr Arunma Oteh, (2015 – 2018) says Small and Medium Enterprises (SMEs) are capable of bailing Nigeria out of its multi-dimensional challenges.

Oteh made the declaration on Monday in Abuja in a lecture she delivered at the celebration of youth entrepreneurs empowered by an indigenous upstream oil and gas company, Seplat Energy Plc.

The lecture was titled: “Unleashing Nigeria’s Untapped Potential through Entrepreneurship and Sustainability.’’

She noted that any country that placed value on its SMEs and entrepreneurship already understood the formula for future successes.

She said Nigeria had lots of entrepreneurs that could be used to solve her multi-dimensional poverty and challenges.

She observed that entrepreneurs found solutions where others saw trouble, just as they are creative, innovative, tenacious, and are problem solvers.

Oteh said also that Nigeria needed to surmount challenges faced by SMES, which included unfavourable business environment, poor access to credit and epileptic power supply.

“We need to sort out power, because enterprises suffer more and the cost of doing business in Nigeria is higher than the cost of doing business in other countries.

“As an entrepreneur in Nigeria you have to provide your own electricity, water, and logistics,’’ she said.

Oteh commended Seplat Energy and its partner the Conversation 4 Change (C4C), an NGO for the initiative to train, empower and support young entrepreneurs.

Earlier Dr Chioma Nwachuku, Director, External Affairs and Sustainability at Seplat, said the event aimed at developing participants’ leadership skills, social entrepreneurship and business management abilities.

This, she explained, would be done through generalised and targeted capacity building workshops.

“The graduates’ ability to action their ideas is supported through equipment funding and mentoring.

“This year, we are celebrating the 23 successful graduates who received a cumulative funding of 16.5 million naira in seed money.

“Through this programme, we aim to enhance their lives by giving them the opportunity to forge their own ways and have a say in the future of their country,’’ she said.

Nwachuku noted that the International Labour Organisation had predicted that global unemployment level would rise by around three million to 208 million in 2023 (corresponding to a global unemployment rate of 5.8 per cent).

“In Nigeria, youth unemployment is a major concern. A 2022 report by the Nigeria Bureau of Statistics stated that Nigeria’s unemployment rate rose to 33.3 per cent in the second quarter of 2020.

“This implied a staggering 23.18 million persons of Nigeria’s labour force being out of job. It further indicated an increase in the country’s unemployment portfolio, mostly among the young and able youths.

“That is why, at Seplat Energy, we are proud to play a pivotal role in changing the narrative for young people in Nigeria.

“Since 2019, C4C and Seplat Energy Plc. have worked together to ensure that we improve the lives of young Nigerians by supporting them to start and sustain their business enterprises.

“Through this partnership, we have successfully trained and supported three batches of fellows; about 55 young entrepreneurs who are thriving, despite the odds stacked against businesses in Nigeria.

“Each beneficiary has shown resilience, creativity and innovation through the duration of the yearly programme,

“They have become our proof of concept that we can truly make Nigeria better by investing in the youth; one young person (or more) at a time,’’ Nwachuku said.

She added that the trainees were engaged from the selection process to intensive face-to-face training on key management aspects of business and participation in internship trainings.

The trainings are conducted by credible companies in the beneficiaries’ area of vocation and support provided for each of their businesses.

“Seplat Energy’s Corporate Social Responsibility over the last 11 years had been hinged on health, education, infrastructure and economic empowerment.

“We believe that the greatest route to economic growth in Nigeria is through economic empowerment of particularly the youth, women and the underserved,’’ she stressed.

In her remarks, Dr Kech Ogbuagu, President and Founder, C4C said the programme had produced 75 fellows with 85 per cent success rate.
