Seychelles’ telecoms providers sign agreement for SMS disaster risk alerts system

The Seychelles Meteorological Authority (SMA) signed an agreement with the country’s two largest telecommunication companies that expect to bring faster disaster risk alerts to the public.

The memorandum of understanding was signed on Thursday by Vincent Amelie, the chief executive of SMA along with the directors of Airtel Seychelles and Cable & Wireless Seychelles during a workshop to coincide with World Meteorology Day.

“It is important for us to be able to get these alerts out at the fastest possible rate so that people can protect themselves and their property,” said Amelie.

He explained that before, SMA relied mostly on media houses to send out these alerts but found that the most effective way to reach the public is through SMS to their mobile phones.

“With this agreement today, we can ensure that in the coming years, everyone in Seychelles will be covered through this early warning system,” added Amelie.

He said that although they cannot stop floods or other disasters, they can save lives by warning people early of any impending dangers.

For the two companies, signing such an agreement is giving back to the community and their contribution to ensuring the safety of the public.

“Airtel Seychelles has always supported the environment and today is a testament of our belief that environment protection, in this case, climate change, is one of our priorities,” said Jude Valmont, the brand, marketing and communications manager at Airtel.

Georges D’Offay, the managing director of Cable & Wireless Seychelles, said that when they were approached by the SMA, there was no hesitation from them to help out.

Several presentations on the importance of having such a system in place were held prior to the signing. It included the definitions of each three warnings that SMA – yellow, amber and red alerts.

“We want people to understand the colour codes better so that when such alerts come out, people can interpret it effectively and react to it,” Amelie said.

He is urging the public to take any alerts seriously and react to them, despite the fact that disasters may not happen.

“If it does not happen today, it does not mean it won’t happen tomorrow, so people must react properly to the alerts early as it can save their lives,” he added.

In his presentation, Amelie also spoke of the challenges SMA faces in accurately forecasting the weather, which will make the early warning system more effective.

“We want to have a Doppler radar, which gives a more accurate outlook of the weather including the amount of water in clouds and this will help us to give a better forecast,” added Amelie.

UNHCR highlights social inclusion of refugees in Angola

The representative of the United Nations High Commissioner for Refugees in Angola, Vito Trani, on Wednesday praised the Angolan government’s support, through its public policies towards the socio-economic inclusion and protection of refugees.

Speaking to the press on the sidelines of the visit of the Norwegian and United Kingdom ambassadors to Angola, Hotvddt Dahl and Roger Stringer , respectively, Trani reiterated that the inclusive policies of the Angolan government have contributed to the socialisation and guarantee of human rights of the refugees.

The UNHCR highlighted that the UN institution has been present in Angola since 1976 and will continue to work with the Angolan government to support refugees through projects linked to education, health and economic reintegration of refugees.

The UN official also said the ambassadors’ visit aims to identify some of the difficulties faced by refugees and find funding to overcome them through a financial inclusion programme.

He said that the UNHCR manages 56,000 refugees, of which 30,000 are asylum seekers.

Lunda Norte accommodates 11 percent of the total number of refugees, 6,700 of whom are in the Lóvua reception centre.

Oil production falls in February

The oil production in Angola in February this year was set at 29.7 million barrels, meaning 4.5 million less compared to the results of January.

According to the monthly report published by the National Concessionaire, the National Agency of Oil, Gas and Biofuels (ANPG), which ANGOP has had access to, Angola produced a daily average of 1.06 million barrels per day (BOPD) against the 1.14 million previously forecast.

In January this year, Angola´s oil production was 34.29 million barrels, with a daily average of 1.106 million against the 1.197 million barrels forecast.

In the document, the National Concessionaire does not advance the causes of the fall of production, but may be related to the entry into preventive maintenance of Block 17, operated by TotalEnergies.

According to this publication week from the national consultant company PetroAngola, to which ANGOP has 0had access, the country is producing less than 1 million barrels of oil daily for the first time since 2003, when it reached this milestone in oil production.

The current production of Angola, a member of Organization of the Petroleum Exporting Countries (OPEC), is around 975.000 barrels of oil per day, according to the consultancy, which points out as one of the causes, the planned shutdown recorded in Block 17, which is expected to last 35 days.

At the signing ceremony of the Memorandum of Understanding between the General Tax Authority (AGT), ExxonMobil and Sonangol, which took place on March 14, the ANPG CEO Paulino Jerónimo, said that work was continuing with the oil companies in order to increase production.

The work is focused on recovering production levels, and the bidding process for oil blocks located in the Namibe basin, Benguela basin, Kwanza basin and Lower Congo basin has already been launched, with the aim of replacing reserves and promoting exploration activity.

President praises bravery of Cuito Cuanavale combatants

Angolan President, João Lourenço, on Thursday praised the bravery of Angolans and Cubans who fought against the invasion of the South African segregationist regime, in the Battle of Cuito Cuanavale.

The salute is expressed in a statement made on the President’s Facebook official page, as part of the Southern Africa Liberation Day marked on March 23.

In the statement, the Angolan Head of State encourages young people to follow the heroic example of the brave fighters and to never give in to any attempt that threatens the peace and territorial integrity of the country.

“Hail the heroes of Cuito Cuanavale! hail the defenders of freedom, peace and territorial integrity!”, reads the statement.

Southern Africa Liberation Day is celebrated on March 23 throughout the SADC region, a date dedicated to the Battle of Cuito Cuanavale, which took place in this Municipality of Angola’s south-eastern Province of Cuando Cubango, which was decisive for the independence of Namibia and the end of the apartheid regime in South Africa.

President’s new juridical issues secretary starts functions

The President of the Republic, João Lourenço, swore in this Wednesday the new secretary for Juridical and Judicial Affairs of the President of the Republic and the deputy secretary of the Council of Ministers, wishing to both success in their new duties.

They are Edilson Paulo Agostinho, secretary for Juridical and Judicial Matters, and José Maria Varela Gomes Borges, deputy secretary of the Council of Ministers.

“Dear inductees, as you are staffers of the house, we can say that we do not have great formalisms for you. I just wish you many successes in the new roles that you start to play from today”, expressed President João Lourenço.

Also, today, in a separate ceremony, the Angolan Head of State swore in eight new justices of the Supreme Court.

Angola to discuss financial report with FATF

Angola’s report on the financial system is to be discussed at an assembly in April in Arusha, Tanzania, as part of the mutual assessment to which the country’s financial system is being subject since October 2021 by the Financial Action Task Force (FATF).

Earlier in February, the assessors of the Eastern and Southern Africa Anti-Money Laundering Group (ESAAMLG) visited the country with the aim of producing the last version of the report on the assessment that was made by the financial system.

The procedure will define whether Angola returns or not to the Financial Action Task Force grey list.

According to the deputy governor of the National Bank of Angola (BNA), Pedro Castro e Silva, a team from the central bank is already in Arusha, Tanzania, to present arguments in relation to the assessments that were made.

The report, already made public, mentions the deficiencies found in the banking system.

According to Pedro Castro e Silva, there is no serious deficiency regarding the fight against money laundering, but regarding the non-banking financial institutions, having admitted that there is the need to make more investments in training of the professionals that operate in this sector.

Other generic issues that affect the banking system and others are related to the “effective beneficiary,” another requirement that the FATF wants to be reinforced in Angola.

“There is no way of executing an operation without knowing who the effective beneficiary is, which we are also working on”, Silva said.

The April Assembly, in Arusha, is not yet the meeting that will define whether Angola will return or not to the FATF’s grey list, given that such a decision will be taken a year later, that is, only in April 2024.

Until then, Angola will have to work to correct the deficiencies detected in the country’s financial system.

The country, Silva said, has a strategy to combat money laundering outlined by the Angolan government, which follows an Action Plan by all entities assessed by the FATF, including supervisors of the financial system.

Virtual crypto-assets

Regarding the virtual crypto-assets and the beneficial owner, Silva said, a revision of the Money Laundering Law is planned to take place.

The review, if it is made, will trigger the review of banking regulation and other sectors that are supervised.

Silva added that the review will provide an opportunity for the BNA to include a position that the country should have in relation to virtual assets, commonly known as crypto-assets.

Crypto-assets are a set of assets stored on a “blockchain” network and which uses cryptography as a security feature.

Transactions involving cryptocurrencies (except funds) do not depend on the supervision of a bank or any other financial institution.

FAB signs training agreement with Spanish counterpart

Angola Basketball Federation (FAB) and the Spanish Basketball Federation (FEB) have signed an agreement that will enable Angolan coaches and referees to receive training in June in Luanda, ANGOP has learnt.

It is an agreement of training collaboration between the parties, a statement issued by the FAB has said.

The agreement was signed by the FAB president, Moniz Silva, and Ferran Aril Duran, official of the Spanish federation.

Health Ministry wants to increase oral health specialists

The secretary of State for Public Health, Carlos Pinto de Sousa, on Monday in Luanda reaffirmed the compromise to increase the number of oral health technicians, coupled with their adequate distribution in the various centres.

The Angolan Order of Physicians controls just over 1,100 dentists countrywide.

The secretary of State for Public Health, who was speaking at the World Oral Health Day commemoration act, marked on 20th March, said that the shortcomings in this specialty area in the country cause many of the oral problem cases to remain untreated, so the authorities are coming up with more efficient measures.

The efforts, he explained, are geared towards the structuring of a basic programme of oral health, with a view to integrating oral health care into primary health care.

Mr Sousa went on to inform that the 2012-2025 National Health Development Plan comprises actions such as the equipping and placing of specialists in the primary, secondary and tertiary care networks, as well as the unveiling of one dental prosthesis centre in every province, plus steeping up awareness campaigns in the communities on oral hygiene and nutrition.

To the secretary of State, a good oral health contributes significantly to a general good condition, well-being and quality of life.

Deficient oral health, he said, causes millions of people to have extreme pains, thus increasing the financial weight on society and affecting severely the quality of life of the population.

In view of this, he disclosed, in 2016 the states approved the 2016-2025 Regional Oral Health Strategy.

Oral health problems are among the most common non-transmissible and preventable diseases in the world.
