Government of Alberta invests in CCS knowledge sharing hub to advance carbon capture and storage projects across Canada and around the world

Hub initiative demonstrates leadership in climate action by identifying best practices and pathways to bring CCUS projects to life

Regina, Sask. and Calgary, Alta., April 27, 2023 (GLOBE NEWSWIRE) — The world’s first open-source repository of knowledge and information about the development of carbon capture and storage (CCS/CCUS) projects will be established by the International CCS Knowledge Centre (Knowledge Centre) with foundational support from the Government of Alberta.

As a key action item included in Alberta’s Emissions Reduction and Energy Development Plan released April 19, 2023, the Government of Alberta is providing $3 million for the creation of a national CCS knowledge sharing hub that will be an important tool for Canada to meet its ambitious targets for reducing greenhouse gas emissions. The mandate of the CCS knowledge sharing hub will be to collect and curate best practices and lessons learned from Canadian CCS projects past, present and future – drawing on knowledge from as many projects as possible from initial planning and feasibility studies, through to construction and ongoing operations – to enhance the success of CCS projects and promote continuous learning and improvement in CCS technology. Expansion of CCS is also a crucial step for creating and maintaining vital jobs in all heavy emitting sectors provincially and nationally in such areas as cement, iron and steel, power generation, petrochemicals, fertilizer, and oil and gas.

The CCS knowledge sharing hub will be developed and operated by the International CCS Knowledge Centre to assess and identify best practices and frameworks to get CCS projects to final investment decision. Key to the initiative’s long-term success will be coordination and proactive promotion of the sharing of knowledge on CCS gathered from companies large and small to ensure the timely and efficient transfer of CCS best practices across Alberta, Canada and the globe – outcomes where industry and government jointly benefit. Sharing critical information on the development of projects from study stage into operation will greatly increase the transfer of crucial learnings, leading to better outcomes and inevitably a greater level of CO2 emission reductions in Canada.

At a global level, the world can’t afford not to pursue large-scale CCS as a key tool for meeting international climate commitments. The International Energy Agency and the UN’s Intergovernmental Panel on Climate Change (IPCC) have concluded a massive investment in large-scale CCS is required in order to achieve the emissions reductions needed to meet the Paris Agreement goal of limiting global warming to 2ºC. The IPCC’s Fifth Assessment Synthesis Report Summary for Policy Makers forecast that the cost of climate mitigation would increase by 138 per cent without the application of CCS technologies.

The International CCS Knowledge Centre provides independent consultation and technical advisory services on large-scale CCS projects around the world, including a number of Alberta companies pursuing CCS projects as part of their long-term sustainability plans, including:

  • Completing the feasibility study (with funding provided by Emissions Reduction Alberta) and supporting front-end engineering and design (FEED) planning for the world’s first full-scale CCS facility on a cement plant at Heidelberg Materials’ Edmonton plant.
  • Supporting early-stage engineering work on CCS projects planned by several members of the Pathways Alliance, a coalition of the six largest oil sands producers that is planning to invest more than $24 billion in CCS and other emissions reduction technologies by the end of the decade in order to reach net zero emissions by 2050.
  • Partnering with Emissions Reduction Alberta (ERA) to provide successful applicants of the ERA’s Carbon Capture Kickstart with up to 200 hours of support on their pre-construction design and engineering studies for carbon capture utilization and storage (CCUS) projects, with funding provided by ERA. The 11 successful projects represent an estimated $20 billion in capital expenditures in a wide range of industrial sectors, including power generation, cement, fertilizer, forest products and oil and gas.

NAF inaugurates operations support facilities, wings additional 6 pilots

The Nigerian Air Force has inaugurated operations support facilities and winged six additional pilots on the A-29 Super Tucano (A-29ST) aircraft.

The Director of Public Relations and Information, NAF, Air Commodore Ayodele Famuyiwa, made this known in a statement on Friday in Abuja.

Famuyiwa said the latest facility induction was a major milestone recorded by the NAF in its acquisition of the United States-made aircraft.

He said the ceremony signified the official completion of the A-29ST projects by the Government of the United States as part of the government-to-government sale of the A-29ST aircraft to Nigeria.

The Chief of the Air Staff, Air Marshal Oladayo Amao, who was represented by the Chief of Policy and Plans, Air Vice Marshal Idi Lubo, said the projects are the last of the infrastructure development packages executed towards actualising full operation and security of the A-29ST aircraft.

He expressed the hope that the facilities would ensure optimal employment of the aircraft in furtherance of NAF readiness and responsiveness to security challenges in the country.

“As the A-29ST programme winds up, the event provided the opportunity to wing six pilots who constitute the last batch of a total of 24 pilots trained within the package.

“Recall that discussion about NAF acquisition of the A-29ST aircraft started in 2016; however, the contract for the production of the aircraft was awarded to Sierra Nevada Corporation in 2018.

“The contract comprised supply of 12 aircraft and infrastructure and facility upgrade to support the aircraft operation.

“The first phase of the contract has since been completed with the delivery of the entire aircraft, while the infrastructure handover and inauguration marked the completion of the second phase,” he said.

He expressed appreciations to the Governments of Nigeria and the United States and everyone who made the project a reality.

Experts task healthcare providers on malaria

Dr Perpetua Uhumoibhi, the National Coordinator, National Malaria Elimination Programme (NMEP), has warned healthcare practitioners to take cognisance of the dangers posed by malaria and its transmission agents, mosquitoes.

Uhumoibhi gave the warning at a webinar organised by the Management Sciences for Health (MSH), an American-based health advisory organisation, to mark the 2023 World Malaria Day.

She said about 11.7 million deaths had been averted due to concerted efforts by global partners to end malaria in the world.

Uhumoibhi, however, said that the new challenges if not checked would threaten the progress recorded in the fight against malaria.

She said lack of integration of health services in both primary care and community levels in some countries could pose new challenge for the world in the fight against malaria.

“It is important that countries set up resilient health system to tackle malaria.

”One way to build a resilient health system is to carry out integration of all health services in primary care level and in the community level.

“Nigeria was able to reach out to about 23 million children with malaria preventive services in spite of the challenges of the COVID-19 in 2020 because of effective system,” she said.

Also speaking, Dr Corine Ngufor, co-chair, Roll Back Malaria Vector Control Working Group, highlighted one of the threats to malaria elimination to resistance built by mosquitoes against insecticides.

Ngufor urged Nigerians and other countries of the world to build resilience against the threats and forge a common front against malaria.

She identified new malaria vectors as another threat to the fight against malaria.

Ngufor said vectors survive high temperatures which could lead to high malaria case.

Prof. Olugbenga Mokuolu, a malaria technical expert at MSH, stressed the need for systems that could respond quickly to unanticipated shocks in the healthcare system.

“We need new drugs, new diagnostic methods, new outdoor and indoor residual control of mosquitoes and the use of technology to train health workers virtually to provide quick response when needed,” Mokuolu said.

The News Agency of Nigeria (NAN) reports that the webinar ended with recommendations that countries require strong health systems, effective vector control strategies and for health workers on ground in communities for successful malaria control to be achieved.

Minpostel, MTN, Orange make rubbish of flight mode protest, offer cosmetic solutions

Since Monday, April 24, 2023, Cameroonians have been expressing their discontent with top Cameroonian telecommunication service providers, MTN and Orange. The protest over poor but expensive services was initiated by musician Karyce Fotso who started a midday-2 pm flight mode, user activation. This gained momentum as more celebrities joined the protest.

To calm the situation, the Ministry of Post and Telecommunications and the different telephone operators, CAMTEL, MTN, and ORANGE on Thursday, April 27 held a meeting with a focus on improving the quality of services and consumer protection stemming from increasing recurrent complaints from Cameroonians.

But no concrete solution was arrived at. The two main private companies boasted how they provide the cheapest and best services in Cameroon, showing no sign of a reduction in prices.

The presentation by each licensed operator of the actions carried out to date to improve the quality of service in its network (coverage, pricing, and investment), in accordance with its specifications and the presentation by Telecommunications Regularly Agency (ART) of the initiatives undertaken in the framework of the respect of the specifications by the operators and in particular the improvement of the quality of the services were the two main points on the agenda.

The technical mediocrity, the Internet offer; difficulties in making telephone calls (interconnection problem, latency time, number of attempts, etc.); misleading and unwanted advertising, etc.; the lack of transparency in setting consumer prices were issues detected in most localities covered by the operators’ 2G/3G/4G services.

The Minister said, despite the efforts made to better the provided services, recurrent complaints show that these efforts are not good enough, and thus need readjustment.

“If it is true that complaints from Cameroonian consumers are frequent, it is clear that this expression of dissatisfaction with the quality of service is growing. The Government could not remain indifferent to this continuing situation. The State must ensure, for the well-being of the population, the establishment of favorable conditions for the proper functioning of the sector and the reorganization of related activities, taking into account the sectoral development policy, the rules of the industry, and applicable regulations. In order to find lasting solutions to this situation, it was appropriate to examine together, on the one hand, the progress made to date for the improvement of the quality of service in the respective networks (investment, network coverage, pricing) of the operators and on the other hand, the difficulties encountered, as well as the permanent and effective solutions in the short term to overcome these failures”. Explained the Minister.

Though the main bottlenecks were identified during the exchanges with the news to find lasting solutions, it was disclosed that the costs of electronic communications in Cameroon are among the best in Africa and in the sub-region with Cameroonians not sufficiently aware of the offers and the behaviors to adopt when using the said offers.

However, the operators during the gathering settled on taking immediate measures and actions like;

Mechanisms for reimbursing unused data credit will be put in place so that it is systematically returned in the event of network unavailability. The implementation of the said mechanism will take effect within a maximum period of two weeks. The consumer will be systematically informed of the downlink speed corresponding to the data plan subscribed. The consumer will have at his disposal a tool that compares the prices of the offers, the coverage, and the performance of the network for each operator.

On the part of the Regulator, they will ensure the implementation by the operators of the recommendations of the audit of electronic communications carried out on very high prescriptions of the Head of State. Ensure strict compliance with their specifications by operators. Sanction systematically and this, in accordance with the legal provisions, any failure of the operators.

“It must nevertheless be recognized that the poor quality of services is also due to exogenous factors, in particular: power cuts, fiber optic cuts due to civil engineering works, and acts of vandalism. Consultations are continuing with the main competent actors, namely the Public Administrations and Institutions, the Decentralized Territorial Collectivities”. Reminded MINPOSTEL.

The Ministry pledged to ensure that citizens benefit from reliable, equitable, affordable, and non-discriminatory access to electronic communications services, and will continue to work in close collaboration with the Regulator, operators, and consumer associations which, it should be remembered, have a formal voice within the Telecommunications Regulatory Agency, to ensure access equitable, affordable and non – discriminatory electronic communications services for all citizens.

Defense Counsel of Martinez Zogo’s family to take legal actions against counterpart for assault

Lawyers defending the rights of the family of Martinez Zogo, the Amplitude FM Director, killed in January 2023, say they will not allow the lawyers of accused, Jean Pierre Amougou Belinga go scot-free after violently molesting a member of their team, Bar. Émilienne MINDZEME ONDOA, on Thursday April 27.

On this same day the Centre Court of Appeal rejected another request to release Amougou Belinga on bail.

“While the Court of Appeal of the Centre region (Yaoundé) rendered its verdict, logically rejecting as the law requires, the request for the release of Mr. AMOUGOU BELINGA, our colleague Bar. Émilienne MINDZEME ONDOA, was violently assaulted and taken, in front of witnesses, by Mr. NDOUMOU, Lawyer for Mr. AMOUGOU BELINGA . This intolerable aggression, on law practitioners, will obviously give rise to an ethical report that will be addressed to the Cameroon Bar Association and filing of a criminal complaint with the competent Public Prosecutor”. Gendarmes in Douala stop seven stocks of Cannabis from entering Gabon

Gendarmes in New Bell Douala have arrested and kept behind bars two suspected cannabis traffickers.

The two men apprehended at a place called “kilometre cinq” hid the seven stocks of cannabis in textile materials ready to be smuggled out of Cameroon to Gabon.

“An informant alerted us of this stock of cannabis in a shop owned by these two suspects. We immediately launched an investigation which proved positive. They were planning to smuggle the cannabis to Gabon. It shows this is what they have been doing for a very long time”. Explained the commander of the New Bell Gendarmerie brigade.

Some dumbfounded onlookers, known to be business persons who buy textile materials in bulk and sell them in their shop said this is an eye opener.

” I am now very afraid. If this is what they have been doing, it means I could have been a victim one day. Instead of clothes, I will be sold cannabis. This gives reason for me to be more careful.” A trader said.

The gendarmes, exposing the real contents of the seven stocks of clothes told the population to be vigilant because many of such individuals could still be out there and among them.

“Imagine you hand over huge sums of money for clothes and when you get home or your shop you find strange things instead of what you paid for. It’s equivalent to death. I urged you to be prudent. Verify before you carry it away and if you see something doubtful, don’t hesitate to call all.” The New Bell Gendarmerie brigade commander advised.

The two suspects currently detained at the New Bell Gendarmerie brigade will be presented before judges in the coming days to defend themselves.

Meantime, the Gendarmes have promised to continue investigating and expose more of such crooked individuals.

Parliament calls for transparent management of public goods

National Assembly on Friday in Luanda called on the company managers, holders and other public actors to stick to the integrity and good governance in order to ensure the sustainable development and national economic stability.

The call was made by the acting speaker of the National Assembly (AN), Américo Cuononoca, stating that the failure in sticking to transparency, improbity and ethics will hinder the implementation of Government’s programmes.

Speaking at Integrity Policy Forum opening forum, sponsored by the Angolan Association of Ethics and Sustainability (AAES), Cuanonoca, who is also

first AN deputy speaker, warned of tax evasion due to the consequences to the economy.

Américo Cuononoca also stressed the auditors’ role, which he said is crucial in conveying confidence to economic agents, influencing decision in investment and in behaviour of taxpayers.

The MP said that corruption has several causes and its fight is not restricted to the Executive, the courts and the National Assembly, but entails a combined effort by all society.

He said that the fight against the corruption ensures the stability and security of the institutions, as part of objective of developing and consolidating a Democratic State based on the rule of law.

In particular case of the managers of the companies in the maritime, port and logistics sub-sector, the MP said that abiding by integrity attracts a good image for the country and, with this fact, important investments capable of enhancing the good – populations.

Justice minister explains reasons for ID card printing process in Luanda

Angolan minister of Justice and Human Rights Marcy Lopes Friday in Lobito, coastal Benguela province, said that the printing of identity cards continues to be done in Luanda for security reasons.

Until 2020, the Identity Card used to be produced locally (Benguela) and picked up by users a few minutes after completing the procedures, a situation that has changed.

Speaking to the press, at the end of a visit to the Civil and Criminal Registry Building, in Benguela province, Marcy Lopes said that there was a change in the schedule.

“The Identity Card confers citizenship and nationality on citizens and its issuance must be carried out in compliance with a security procedure. It is for this reason that this change was made, but we are working to improve the conditions of access to IDs to all people,” he assured.

Previously, he said, there was a need to collect the BI by activating the fingerprint, but now it can be done without additional procedure.

The Civil and Criminal Registry building in Lobito was built in 2013.
